Youth in Action Programme

Action 4.5 — Support to information activities for young people and those active in youth work and youth organisations

1.   Objectives

The purpose of this call for proposals is to support projects which promote information and communication actions with a European dimension that are aimed at young people and youth leaders, in the context of the European Year of Citizens and the perspective of elections to the European Parliament in 2014.

The projects will aim in the long term to encourage the participation of young people in public life and to facilitate the achievement of their potential as active, responsible European citizens.

The call shall provide grants to projects.

Preference will be given to those projects which best reflect the following priorities:

(i)

Permanent priorities of the Youth in Action Programme:

European citizenship,

Participation of young people,

Cultural diversity,

Inclusion of young people with fewer opportunities.

(ii)

Among the annual priorities of the Youth in Action Programme:

Awareness-raising about EU citizenship and the rights that go with it, in the context of the European Year of Citizens,

Awareness-raising about participation in the 2014 European elections, thus enabling young people to behave as active, informed citizens.

Furthermore, preference will be given to well-structured projects which are framed within a longer-term perspective and planned with a view to achieve a multiplying effect and a sustainable impact.

The final beneficiaries of these projects are young European citizens and people working in the youth sector in youth organisation and structures.

2.   Eligible applicants

Proposals must be submitted by non-profit organisations. These organisations can be:

non-governmental organisations (NGOs),

public bodies at regional or local level,

National Youth Councils.

Applicants must — at the specified deadline for submitting their proposals — have been legally registered for at least two (2) years in the Member State of the European Union (or in Croatia) where the project is to take place.

Youth organisations affiliated to political movements are not eligible for this call for proposals.

Please note that no more than one project can be submitted by the same applicant under this call for proposals.

Projects may involve partner organisations provided that such organisations have their registered offices in a Member State of the European Union (or in Croatia).

3.   Eligible activities

The project must include activities of a non-profit-making nature that are related to the field of youth and non-formal education.

Projects must start between 1 November 2013 and 31 December 2013. They will have a minimum duration of 9 months and a maximum duration of 15 months.

4.   Award criteria

Eligible applications will be assessed on the basis of the following criteria:

Relevance to the objectives and priorities of the Youth in Action Programme and the call for proposals (25 %),

Quality of the project and of the working methods that it comprises (60 %),

Profile of promoters and participants (15 %).

5.   Budget

The total budget allocated to the co-financing of projects under this call for proposals is estimated at EUR 2 040 000.

Financial assistance from the Agency shall not be granted for more than 80 % of a project’s total eligible expenses.

The call will support maximum one project per Member State (and one for Croatia, in the perspective of its accession to the European Union). The maximum amount of the grant awarded to a given project will take account of the population of the country concerned.

Three different ceilings will be set as follows:

EUR 120 000 for France, Germany, Italy, Poland, Romania, Spain and United Kingdom,

EUR 60 000 for Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, Greece, Hungary, Ireland, Latvia, Lithuania, the Netherlands, Portugal, Slovak Republic, Slovenia and Sweden,

EUR 30 000 for Luxembourg and Malta.

The Agency reserves the right not to distribute all the funds available.

6.   Deadline for submission of applications

Grant applications must be drawn up in one of the EU official languages, using the electronic form (e-form) specifically designed for this purpose. The e-form is presented on the Internet at the following address:

The electronic application form duly completed must be submitted by 12.00 (midday, Brussels time) on 27 June 2013.

A paper version of the application must also be sent by 27 June 2013 at the latest to the following address:

by post (date of postmark),

by an express courier company, the date of receipt by the courier company being taken as proof of posting (a copy of the original deposit date receipt must be included in the application package).

Applications sent by fax or e-mail will not be accepted.

In the event of inconsistency or discrepancy between the e-form version and the paper version, the e-form version shall prevail.

7.   Additional information

Applications must comply with the provisions contained in the Application Guidelines — Call for proposals EACEA/11/13, be submitted on the e-form provided for this purpose and contain the relevant annexes.
