Motivation: Under the programme ‘measures for the protection of the aquatic environment’, forming part of the ‘aquaculture’ activity of the measure ‘aquaculture, inland fishing, processing and marketing of fishery and aquaculture products’ under priority axis two of the Lithuanian Fisheries Sector Action Programme for 2007-2013 approved by Commission Decision No C/2007/6703 of 17 December 2007, aid under the water birds protection scheme is granted to aquaculture holdings to preserve features of habitats important to water birds, to create areas of tranquillity and for other nature-conservation measures that go beyond the mere application of normal good aquaculture practice. Aid is granted according to indicators such as a reduction in the income of aquaculture holdings owing to large numbers of wild birds on holdings, the length of stay of such birds on holdings and the amount of fishery products and forage consumed by them. Plans have been made to allocate funds for priority axis two measures and/or areas of activity for the period 2007-2013, and no provision has been made for the possibility of allocating funding for another programme in the ‘measures for the protection of the aquatic environment’ area, which is why a State aid scheme was set up.

Under the State aid scheme ‘aid to improve the protection of natural resources in fishponds’, aid is granted to legal and physical persons rearing and breeding fish in order to provide a haven for protected rare and endangered species of water and wetland birds, creating the conditions for their safe passage. Aid is granted according to indicators such as reduction in the actual cubic capacity of water in fishponds compared with planned cubic capacity, and volume of fish production in ponds (reduction in volume).

Motivation: The aid scheme has been established to implement Regional Law No 30 of 28 December 2007 (Legge Regionale 28 dicembre 2007, n. 30). The types of aid provided for by the regional regulation are accompanying measures to the structural assistance measures for which funding has been made available under the CFP.
