Maximum aid intensity: The provincial contribution will be 70 % of the cost of the tests carried out

Date of implementation: The scheme will be implemented as from the date on which the identification number of the request for exemption is published on DG AGRI's website

Duration of scheme: Aid may be granted until 31 December 2013 at the latest

Objective of aid: Improvement in livestock quality by the selection of young livestock registered in the Genealogical Books for breeds farmed in the Province of Trento, with a view to improving ‘functional characteristics’ (negative correlation with production), such as the animals' fertility, vitality, yield and capacity to adapt to a mountain environment, by means of determining animals' BCS. The reference Article for implementation of the aid scheme is Article 16(1)(b) of Regulation (EC) No 1857/2006, which Article provides for exemptions

Duration of scheme or individual aid award: Up to 31 December 2013

In the case of aid for the costs of introducing innovative animal-breeding techniques or practices at farm level, with the exception of costs relating to artificial insemination, up to 31 December 2011

Objective of aid: Aid to SMEs:

to encourage livestock farmers to take part in evaluations of breeding stock on the basis of their offspring and in other selection programmes,

to increase the productivity of livestock and improve its genetic potential, and to develop herds with high breeding values,

to collect data on animal productivity and breeds and develop breeding and animal selection software using a single computer network,

to modernise animal-productivity and meat-quality evaluation technology,

to encourage livestock farmers to rear animals of high breeding value and to improve their breeding values,

to preserve and improve livestock breeds and their gene pool in Lithuania,

to carry out an assessment of breeding animals, organise animal shows, fairs, forums, competitions and training activities (conferences, seminars, professional and scientific events, publishing of publications).

Articles 15 and 16 of Regulation (EC) No 1857/2006 are applicable

Eligible expenditure:

1.

the administrative costs of establishing and maintaining herd books;

2.

the costs of tests performed by or on behalf of third parties to determine the genetic quality or yield of livestock, with the exception of controls undertaken by the owner of the livestock and routine controls of milk quality;

3.

the costs of introducing innovative animal-breeding techniques or practices at farm level, with the exception of costs relating to the introduction or performance of artificial insemination;

4.

the costs of organising and participating in competitions, exhibitions, fairs and forums, educational and training activities and the dissemination of scientific knowledge (conferences, seminars, professional and scientific events, publishing of publications)

The eligible costs are those relating to the training scheme for farmers, which includes direct costs incurred as a result of setting up the programme and fees for services provided by third parties (maintaining IT applications, analysis of samples and technical advice for farmers)

Annual expenditure planned under the scheme or overall amount of individual aid granted to the company:

vaccine: EUR 1 426 000,

veterinary vaccination: EUR 1 million

Maximum aid intensity: 100 % of costs of vaccine.

The amount of aid per veterinary vaccination is EUR 0,50.

The fees charged for vaccination by veterinarians are EUR 12,78 herd fee, EUR 7,67 per callout, EUR 2,05 per animal for cattle and EUR 1,02 per animal for sheep and goats.

The aid intensity is therefore considerably below the maximum 100 %. Livestock owners are not paid direct but their costs are settled with the vaccine manufacturer and the veterinarians carrying out the vaccinations

Date of implementation: The aid will be granted from the time of Internet publication of the summary information on the aid scheme

Duration of scheme or individual aid award: Up to 31 December 2008

Objective of aid: The exemption is justified by Article 10(1) of Regulation (EC) No 1857/2006.

The purpose of the measure is to compensate for the costs of the vaccinations mandatory under Section 4(1)(a) of the EU Bluetongue Control Measures Implementing Ordinance (EG-Blauzungenbekämpfung-Durchführungsverordnung) for the first basic immunisation of herds of cattle, sheep and goats against bluetongue virus serotype 8.

The measure is linked to the prevention of bluetongue and is therefore compatible with the common market within the meaning of Article 87(3)(c) of the EC Treaty

Economic sectors: Agriculture.

The cattle, sheep and goat farmers eligible for aid are running small and medium-sized enterprises active in the primary production of agricultural products

Deliberazione n. 2682 di data 16 dicembre 2005 che ha approvato il «Piano provinciale di controllo della tubercolosi, brucellosi, leucosi bovina enzootica negli allevamenti bovini della provincia di Trento».

Deliberazione n. 1541 del 13 giugno 2008 avente per oggetto: «Disciplina relativa alla concessione degli indennizzi per i danni agli allevamenti colpiti da tubercolosi, brucellosi e leucosi bovina enzootica»

Maximum aid intensity: Aid amounting to 90 % of the estimated loss is provided for.

The payments under this aid scheme will be made direct to the farmer that suffered the loss; alternatively, where the farmer has, by means of a signed document, authorised collection by another, payments can be made to the relevant farming cooperative, which provides for the physical collection of the milk from the holding and its subsequent processing

Annual expenditure planned under the scheme: The scale of the loss and the relevant public support were estimated using data on the epidemic verified by the health authorities; based on the information currently available and an aid period that runs for three years, overall expenditure is estimated at EUR 450 000

Date of implementation: The aid scheme will start on the date of publication in the Regional Official Gazette of notice of a successful outcome to the European Commission's scrutiny of the scheme for compatibility with Articles 87 and 88 of the Treaty

Duration of scheme: Aid may be granted up to 31 December 2010

Objective of aid: The aim of the aid scheme is to enable farmers in the Province whose herds have been hit by bovine tuberculosis to receive compensation for earnings lost as a result of:

the loss of animals, limited to their replacement period (four months),

the extra costs incurred by the farmer in having to keep non-infected animals on the farm,

the extra costs incurred by the farmer in having to isolate the fresh milk concerned, both during its refrigeration on the holding and during transport,

the reduced payment per kg/litre of milk supplied as a result of having to change its use (UHT).

The aid comes under Article 10 and 11 of Regulation (EC) No 1857/2006

Other information: The compensatory payments provided for under this aid scheme are made as part of a public programme for the prevention and control of epidemic animal diseases. To this end the Provincial Government approved the ‘Provincial Plan for the control of tuberculosis, brucellosis and enzootic bovine leukosis in bovine herds in the Province of Trento’ by means of Decision No 2682 of 16 December 2005
