    Regulation (EU) No 99/2013 on the European statistical programme 2013-2017

    WHAT IS THE AIM OF THE REGULATION?

    Regulation (EU) No 99/2013 establishes a European statistical programme for the period 2013 to 2017.

    It was amended by Regulation (EU) 2017/1951 which extends the programme until 2020, when the current multiannual financial framework comes to an end.

    KEY POINTS

    The European statistical programme aims to ensure that European statistics are focused on the information needed to design, implement, monitor and evaluate EU policies. The aim is for statistical information to be harmonised, comparable, reliable, user-friendly and accessible.

    Key aspects of the programme’s 4 specific objectives are as follows:

    • Objective 1: provide statistical information, in a timely manner, to support the development, monitoring and evaluation of EU policies in a cost-effective manner without unnecessary duplication of effort.
    • Objective 2: put in place new methods of producing European statistics designed to achieve efficiency gains and improvements in quality.
    • Objective 3: strengthen the partnership within the European Statistical System and beyond to further increase its productivity and its leading role in official statistics worldwide.
    • Objective 4: ensure that the delivery of such statistics is kept consistent throughout the whole duration of the programme, provided that this does not interfere with the priority-setting structures of the European Statistical System.

    Funding is allocated via annual work programmes produced and adopted by the European Commission. In these work programmes, the Commission sets out objectives and expected results.

    The amount of EU money allocated to the programme from 2014 to 2017 is € 234.8 million. Under Regulation (EU) 2017/1951, a further allocation of €218.1 million is made available for the 2018-2020 period.

    FROM WHEN DOES THE REGULATION APPLY?

    Regulation (EU) No 99/2013 has applied since 1 January 2013. Regulation (EU) 2017/1951 has applied since 1 January 2018.
