The Institutions' registers

The principle of openness was enshrined in Article 1 of the Treaty on European Union. Article 255 of the Treaty establishing the European Community now lays down that 'Any citizen of the Union, and any natural or legal person residing or having its registered office in a Member State, shall have a right of access to European Parliament, Council and Commission documents'. Regulation (EC) No 1049/2001 gave effect to this provision in the Treaty, laying down in particular that these three institutions should provide access to their documents via an electronic register.
