Status of ELI implementation

Portugal has implemented the 1st pillar of ELI since 19 December 2016: http://data.dre.pt/eli/diario/241/2016/0/pt/html.

The ELI is implemented for all types of acts published in the official journal since 2 January 1991, date from which all acts are numbered.

The Portuguese official journal can be accessed on https://dre.pt/.

URI template structure

Portugal has 3 types of URIs: the first for the official journal Diário da República, the second to identify the legal act and the third to the consolidated legislation. See examples of each bellow.

URI template for the official journal

http://data.dre.pt/eli/diario/{number in the year}/{year}/{language}/{fileformat}
  • “dre”:identifies the official journal Diário da República.
  • “number in the year”: number of the official journal in the year.
  • “year”: year of publication of the official journal.
  • “language”: language of the legal act (Portuguese only).
  • “fileformat”: format of the official journal (HTML and PDF).

URI patterns for the official journal — examples

Example: official journal Diário da República, No 250, 30 December 2016.
Where: “250” identifies the number of the official journal in the year, “2016” identifies the year of publication of the official journal, and “0” means that it is not a supplement.

Example: Quadragésima primeira alteração ao Código Penal, aprovado pelo Decreto-Lei n.º 400/82, de 23 de setembro, transpondo a Diretiva 2014/62/UE, do Parlamento Europeu e do Conselho, de 15 de maio de 2014, relativa à proteção penal do euro e de outras moedas contra a contrafação e que substitui a Decisão-Quadro 2000/383/JAI, do Conselho.

Where: “39” identifies the number of the legal act, “2016” identifies the year of publication of the legal act and “p” is the identifier for an undefined region (Portugal).

  • “type”: identifies the single legal act published in the official journal.
  • “number”: number of the legal act.
  • “year”: year of publication of the legal act.
  • “region”:
    • ‘p’ for a not defined region (Portugal).
    • ‘m’ for the Autonomous Region of Madeira.
    • ‘a’ for the Autonomous Region of the Azores.
  • “cons”: consolidation.
  • “date”: ‘yyyy’ for the year, ‘mm’ for the month and ‘dd’ for the day of consolidation.
  • “language”: language of the legal act (pt only).
  • “fileformat”: format of the consolidation (HTML and PDF).
Example: Código Penal
Where: “dec-lei” means the abbreviation of the legal act, “48” identifies the number of the legal act, “1995” identifies the year of publication of the legal act and 20160321 identifies the date of publication of the latest amendment to the consolidated legislation.

Publishing formats

The official journal Diário da República is available in HTML format (by default) and PDF.

The supplements of the official journal are available in HTML (default) and PDF format.

Legal acts are available in HTML format (by default) and PDF.

Consolidated legislation is available in HTML format (by default) and PDF.

Portugal foresees to begin implementing the second pillar of ELI at the end of the first quarter of 2017.
