Remarks
This appropriation is intended to cover the costs of in-service traineeships intended for graduates and is designed to provide them with an overview of the objectives set and the challenges faced by the European Union, an insight into how its institutions work and an opportunity to enhance their knowledge through a work experience at the Commission.
This appropriation covers the payment of grants and other related costs (supplement for dependent persons or for trainees, persons with disabilities, accident and sickness insurance, etc., the reimbursement of travelling costs arising from the traineeship, particularly at the start and the close of the traineeship, as well as the costs of organising events stemming from the traineeship programme, e.g. visits, hosting and reception costs). It also covers the costs of evaluation in order to optimise the programme of traineeships and communication and information campaigns.
The Commission must ensure that the selection of trainees is based on objective, transparent criteria and reflects a geographical balance.

This article is intended to cover the completion of measures supported as special annual events.
EUR 400 000 is earmarked for the Jaca 2007 European Youth Olympic Festival, a week-long winter sports competition in which more than 1 350 top winter sports competitors between the ages of 15 and 18 from 44 European countries will be taking part. The appropriation is also intended to cover activities scheduled by the organising committee, with particular reference to activities promoting the European dimension of sport, especially its social and educational role, as well as voluntary activities, activities that foster effort and healthy competition, fair play, openness, respect and sportsmanship in competitive events, and cultural activities - particularly those with a European dimension - aimed at promoting Europe through sport, making it easier for young people from the European Union and other European countries to meet and get to know one another, and spreading awareness of European culture and humanist values among young sportspersons.
With due regard for the provisions of the Financial Regulation, in particular Articles 109 and 110 thereof, EUR 1 500 000 is intended, in the framework of the 50th anniversary of the Treaty of Rome, as a contribution to the financing of the 2007 Europalia Europa festival.

This appropriation is intended to cover the completion of measures supported under the following budget headings:
preservation of Nazi concentration camp sites as historical monuments,
measures for civil society,

In accordance with the proposal establishing the programme ‘Citizens for Europe’, this appropriation is intended to cover the following measures:
Active citizens for Europe, consisting of:
town twinning,
citizens' projects and support measures;
Active civil society in Europe, consisting of:
structural support for European public policy research organisations (think-tanks),
structural support for civil-society organisations at European level, etc.,
support for projects initiated by civil-society organisations;
Together for Europe, consisting of:
high-visibility events such as commemorations, awards and Europe-wide conferences, etc.,
studies, surveys and opinion polls,
information and dissemination tools.
To the appropriations entered in this article must be added the contributions from the EFTA States pursuant to the Agreement on the European Economic Area, and in particular Article 82 thereof and Protocol 32 thereto. By way of information, these amounts derive from contributions from the EFTA States entered against Article 6 3 0 of the statement of revenue, which constitute assigned revenue in accordance with Article 18(1)(d) of the Financial Regulation; they give rise to the provision of corresponding appropriations and to implementation under Annex V to this part of the statement of expenditure of this section, which forms an integral part of the general budget.
