CONCLUSIONS DU CONSEIL du 17 juin 1994 concernant une coopération accrue dans le domaine des archives (94/C 235/03)

The Council considers that archives constitute a significant part of the cultural heritage of European significance referred to in Article 128 of the Treaty establishing the European Community. The exploitation of archives can contribute to achieving the aim, also provided for in Article 128, of improvement of the knowledge of the culture and history of the European peoples.

Le Conseil considère que les archives constituent une partie significative du patrimoine culturel d'importance européenne mentionné à l'article 128 du traité instituant la Communauté européenne. L'exploitation des archives peut contribuer au but, également prévu dans l'article 128, d'améliorer la connaissance de la culture et de l'histoire des peuples européens.

It notes with interest the report on archives forwarded by the Commission and prepared by a group of experts further to its resolution of 14 November 1991 on arrangements concerning archives. Further to that report, it agrees on the importance of greater cooperation between the Member States and at Community level in the field of archives.

Il note avec intérêt le rapport sur les archives transmis par la Commission et préparé par un groupe d'experts, suite à leur résolution du 14 novembre 1991 sur les dispositions des archives. Suite à ce rapport, il convient de l'intérêt d'une coopération accrue entre les États membres et au niveau communautaire dans le domaine des archives.

The Council calls upon the Commission to include archives in the communication which it has undertaken to make on the Community's cultural heritage and notes with interest among the actions contemplated in the report those relating to the following points:

Le Conseil invite la Commission à inclure les archives dans la communication qu'elle s'est engagée à faire sur le patrimoine culturel de la Communauté en notant avec intérêt, parmi les actions envisagées dans le rapport, celles portant sur les points suivants:

- organizing a multidisciplinary forum to be held in the framework of the Community on the problems of the management, storage, conservation and retrieval of machine-readable data, inviting public administrations and national archives services, as well as representatives of industry and of research, to take part in the forum,

- l'organisation d'un forum multidisciplinaire à tenir dans le cadre des la Communauté sur les problèmes de gestion, de stockage de conservation et de récupération des données lisibles par machine (DLM), en invitant à y participer les administrations publiques et les services nationaux d'archives ainsi que les représentants de l'industrie et de la recherche,

- stimulating, in conjunction with the Member States, exchanges of students and archivists via Community action programmes in the field of education and vocational training, or by other means,

- la stimulation, en liaison avec les États membres, des échanges d'étudiants et d'archivistes à travers les programmes d'action communautaire en matière d'éducation et de formation professionnelle, ou par d'autres moyens,

- preparing and encouraging the publication in all the official languages of the Community of a practical guide to the procedures and other provisions in force in the Member States and in the Institutions for user-access to their archives,

- la préparation et la stimulation à l'édition d'un guide pratique dans toutes les langues officielles de la Communauté sur les procédures et autres dispositions en vigueur dans les États membres et dans les institutions pour l'accès des utilisateurs à leurs archives,

- preparing and encouraging the publication of appropriate technical publications intended to disseminate research carried out and any research findings concerning the preservation and restoration of archives documents and material,

- la préparation et la stimulation à l'édition de publications techniques appropriées, destinées à diffuser les recherches effectuées et leurs éventuels résultats en matiére de préservation et de restauration des documents et pièces d'archives,

- using different technologies, encourage the publication of information with regard to archives material.

- l'encouragement à la publication d'informations sur le contenu des archives et cela aussi en recourant à différents types de technologies.

The Commission could obtain the technical assistance of the Member States in examining these points and use the expertise existing in non-governmental organizations such as the International Council on Archives.

La Commission pourrait s'entourer de l'assistance technique des États membres pour l'examen de ces points et utiliser l'expertise existant parmi les organisations non gouvernementales, comme le conseil international des archives.
