EUROPEISKA UNIONENS RÅD HAR FATTAT DETTA BESLUT
|
THE COUNCIL OF THE EUROPEAN UNION,
|
|
med beaktande av gemensam ståndpunkt 1999/691/GUSP, antagen av rådet den 22 oktober 1999, om stöd till de demokratiska krafterna i Förbundsrepubliken Jugoslavien(1), särskilt artikel 1 i denna jämförd med artikel 23.2 i Fördraget om Europeiska unionen, och

Having regard to Common Position 1999/691/GFSP, adopted by the Council on 22 October 1999, on support to democratic forces in the Federal Republic of Yugoslavia (FRY)(1), and in particular Article 1, in conjunction with Article 23(2) of the Treaty on European Union,

av följande skäl:
|
Whereas:
|
|
1. I slutsatserna av den 24 januari 2000 uppmanade rådet, inom ramen för sitt stöd till de demokratiska krafterna i Förbundsrepubliken Jugoslavien, till en utvidgning av initiativet Energi för demokrati, som de oppositionella krafterna i Serbien föreslog efter trepartsmötet i Berlin den 17 december 1999.

(1) In its conclusions of 24 January 2000 the Council, in the framework of its support to democratic forces in the FRY, called for the extension of the "Energy for Democracy" initiative, as suggested by Serbian opposition forces after the Berlin trilateral meeting of 17 December 1999;
|

2. Det är nödvändigt att fatta beslut om vilka kommuner som skall omfattas av ett sådant utvidgat initiativ.
|
(2) It is necessary to take a decision on the municipalities to which such initiative will be extended;
|
|
3. För att genomföra nedanstående åtgärd krävs att gemenskapen hädanefter agerar skyndsamt.
|
(3) Subsequent expeditious action by the Community is needed in order to implement the measure cited below,
|
|
HÄRIGENOM FÖRESKRIVS FÖLJANDE.

HAS DECIDED AS FOLLOWS:

Inom ramen för främjandet av demokratiseringen i Förbundsrepubliken Jugoslavien som fastställs i artikel 1 i rådets gemensamma ståndpunkt 1999/691/GUSP kommer leveranser, försäljning eller export av olja och petroleumprodukter att tillåtas till följande serbiska kommuner: Sombor, Subotica, Kragujevac, Kraljevo och Novi Sad.

Within the framework of the support to democratisation in the FRY stated in Article 1 of Council Common Position 1999/691/CFSP, the supply, sale or export of petroleum and petroleum products will be authorised to the following Serbian municipalities: Sombor, Subotica, Kragujevac, Kralievo, Novi Sad.
