SVET EVROPSKE UNIJE JE

ob upoštevanju Pogodbe o Evropski uniji in zlasti člena 15 Pogodbe,

THE COUNCIL OF THE EUROPEAN UNION,

ob upoštevanju naslednjega:

Having regard to the Treaty on European Union, and in particular Article 15 thereof;

(1) Svet je 8. in 26. aprila 1999 sprejel zaključke v zvezi z Jugovzhodno Evropo;

Whereas:

(2) politična rešitev krize na Kosovu mora biti del odločnih prizadevanj, usmerjenih v stabilizacijo območja kot celote;

(1) on 8 and 26 April 1999 the Council adopted conclusions concerning South-Eastern Europe;

(3) pripraviti je treba Pakt stabilnosti za Jugovzhodno Evropo;

(2) a political solution to the Kosovo crisis must be embedded in a determined effort geared towards stabilising the region as a whole;

(4) tak Pakt stabilnosti mora temeljiti na Ustanovni listini ZN, na načelih in izpolnjevanju obveznosti OVSE ter ustreznih pogodbah in konvencijah Sveta Evrope, zlasti Evropske konvencije o človekovih pravicah;

(3) a Stability Pact for South-Eastern Europe should be prepared;

(5) Evropska unija mora v Paktu stabilnosti imeti vodilno vlogo, OVSE ima ključno vlogo pri pospeševanju varnosti in stabilnosti, Pakt stabilnosti pa je treba oblikovati in izvajati v tesnem sodelovanju z OVSE;

(4) such a Stability Pact should be founded on the UN Charter, the principles and commitments of the OSCE, and the relevant treaties and conventions of the Council of Europe, in particular the European Convention on Human Rights;

(6) Evropska unija je v okviru regionalnega pristopa in tudi širše že dejavna pri krepitvi demokratičnih in gospodarskih institucij v regiji z mnogimi svojimi dobro utečenimi programi;

(5) the European Union should play the leading role in the Stability Pact, the OSCE has a key role to play in fostering security and stability, and the Stability Pact should be developed and implemented in close association with the OSCE;

(7) Evropska unija bo z uvedbo nove vrste pogodbenega odnosa približala regijo perspektivi celovite integracije teh držav v svoje strukture, ob hkratnem upoštevanju položaja vsake posamezne države, s perspektivo članstva v Evropski uniji na podlagi Pogodbe iz Amsterdama in izpolnjenih kopenhagenskih kriterijev;

(6) the European Union, within the framework of the regional approach and beyond, is already active in strengthening democratic and economic institutions in the region through a number of well established programmes;

(8) Zvezno Republiko Jugoslavijo je treba povabiti k sodelovanju v Paktu stabilnosti, potem ko bo izpolnila potrebne pogoje,

(7) the European Union will drawn the region closer to the perspective of full integration of these countries into its structures through a new kind of contractual relationship, taking into account the individual situation of each country, with a perspective of European Union membership on the basis of the Treaty of Amsterdam and once the Copenhagen criteria have been met;

SPREJEL NASLEDNJE SKUPNO STALIŠČE:

(8) the Federal Republic of Yugoslavia should be invited to participate in such a Stability Pact once it has met the necessary conditions,

Člen 1

HAS ADOPTED THIS COMMON POSITION:

1. Evropska unija bo imela vodilno vlogo pri ustanovitvi Pakta stabilnosti za Jugovzhodno Evropo.

2. Cilj tega Pakta stabilnosti je pomoč pri zagotavljanju sodelovanja med udeleženci v smeri celovitih ukrepov za dolgoročno stabilizacijo, varnost, demokratizacijo in gospodarsko obnovo in razvoj regije ter za vzpostavitev trajnih dobrososedskih odnosov med njimi samimi in z mednarodno skupnostjo.

Article 1

3. Evropska unija si bo za nadaljnje izvajanje Pakta stabilnosti prizadevala zagotoviti ustanovitev "Regionalnega omizja o Jugovzhodni Evropi" s strani udeležencev samih.

1. the European Union will play the leading role in establishing a Stability Pact for South-Eastern Europe.

Člen 2

2. The aim of this Stability Pact is to help ensure cooperation among its participants towards comprehensive measures for the long-term stabilisation, security, democratisation, and economic reconstruction and development of the region, and for the establishment of durable good-neighbourly relations among and between them, and with the international community.

1. Da bi pospeševala cilje, navedene v členu 1, bo Evropska unija sklicala konferenco o Jugovzhodni Evropi.

3. The European Union will work to ensure the creation among the participants themselves of a "South-Eastern Europe Regional Table" to carry forwards the Stability Pact.

2. Konferenca bo organizirana na ravni zunanjih minstrov, če je možno najpozneje do konca julija 1999. Konferenca bo potekala v sestavi iz Royaumonta (z izvzetjem Zvezne republike Jugoslavije, dokler ta ne izpolni pogojev mednarodne skupnosti za njeno sodelovanje). Poleg tega bodo na konferenci sodelovali tudi predstavniki Kanade, Japonske, EBRD, EIB, IMF, Svetovne banke, OECD, ZN, NATO, ZEU, UNHCR ter predstavniki regionalnih pobud.

3. Priprave za konferenco bodo opravljene na sestanku v Königswinterju (Petersberg), dne 27. maja 1999, na ravni višjih uradnikov, v zasedbi kot jo določa odstavek 2. V ta namen se morajo dela v zvezi s konferenco nadaljevati brez odlašanja.

1. In order to further the objectives stated in Article 1 the European Union will convene a conference on South-Eastern Europe.

1. Pri doseganju ciljev iz Pakta stabilnosti Evropska unija dejavno podpira države v regiji.

2. The conference will take place at the level of Foreign Ministers, if possible no later than the end of July 1999. The conference will be held using the Royaumont format (excluding the Federal Republic of Yugoslavia until it has met the conditions of the international community for its participation). In addition, representatives of Canada, Japan, EBRD, EIB, IMF, WB, OECD, UN, NATO, WEU, UNHCR, as well as representatives of regional initiatives will also participate at the conference.

2. Evropska unija se zaveže, da bo skupaj z mednarodnimi donatorji organizirala donatorsko konferenco o obnovi za Jugovzhodno Evropo.

3. The conference will be prepared at a meeting in Königswinter (Petersberg) on 27 May 1999 at the level of senior officials, in the format set out in paragraph 2. With a view to this, work for this conference will be carried forward urgently.

To skupno stališče začne veljati z dnem sprejetja.

1. The European Union will actively support the countries in the region in achieving the objectives on the Stability Pact.

To skupno stališče se objavi v Uradnem listu.

2. The European Union will undertake together with international donors to organise a donors/reconstruction conference for South-Eastern Europe.
