EXPLANATORY MEMORANDUM

OBRAZLOŽITVENI MEMORANDUM
|
|
1. The Grains Trade Convention, 1995, (hereinafter: the “Convention”) was concluded by the Community by Council Decision 96/88/EC[1] until 30 June 1998 and, since then, it has been regularly extended. The Convention was last extended by decision of the International Grains Council in June 2005 and remains into force until 30 June 2007.

Konvencijo o trgovanju z žiti iz leta 1995 (v nadaljnjem besedilu „Konvencija“) je sklenila Skupnost s Sklepom Sveta 96/88/ES[1] s trajanjem do 30. junija 1998 in se je od takrat redno podaljševala. Konvencija je bila nazadnje podaljšana s sklepom Mednarodnega sveta za žita junija 2005 in ostaja v veljavi do 30. junija 2007.

2. A further extension of the Convention by up to two years is in the interest of the Community.
|

3. The extension of the Convention entails the prolongation of the Community contribution to the administrative budget of the International Grains Agreement, which covers both the Convention and the Food Aid Convention, 1999. That contribution is budgeted under item 05 06 01 of the Community budget (International agricultural agreements).
|
3. Podaljšanje Konvencije ima za posledico podaljšanje prispevka Skupnosti v upravni proračun Mednarodnega sporazuma o žitih, ki zajema Konvencijo in Konvencijo o pomoči v hrani iz leta 1999. Ta prispevek je v proračunu predviden pod vrstico 05 06 01 proračuna Skupnosti (mednarodni kmetijski sporazumi).

4. The purpose of this proposal is to seek the Council’s authorisation to the Commission to vote, on behalf of the Community, in favour of the extension of the Grains Trade Convention up to 30 June 2009 within the International Grains Council.

Having regard to the Treaty establishing the European Community, and in particular Article 133 in conjunction with the second subparagraph of Article 300(2) thereof,

5. The Grains Trade Convention, 1995, was concluded by the Community by Council Decision 96/88/EC[2] and was regularly extended for further periods of two-year. This Convention was extended last time by decision of the International Grains Council in June 2005 and remains into force until 30 June 2007. A further extension is in the interest of the Community. The Commission, which represents the Community in the Grains Trade Convention, should therefore be authorised to vote in favour of such extension,

The European Community's position within the International Grains Council shall be to vote in favour of the extension of the Grains Trade Convention 1995 for a further period, up to two years.

Because of its economic importance, especially in the agricultural sector, the EC must be represented in international agricultural agreements, which represent an important means for following global developments and defending Community interests for the products concerned.
|
ES mora biti zaradi svojega gospodarskega pomena, zlasti na področju kmetijstva zastopana v mednarodnih kmetijskih sporazumih, ki so pomembni za nadaljnje globalne razvoje in varovaje interesov Skupnosti za zadevne proizvode.

The payment of EC membership contributions to the International Grains Council (ICG) enables the objectives of the international agreements to be attained. The IGC which is responsible for administering the Agreement relating to the Grains Trade Convention 1995 and Food Aid Convention 1999, promotes the objectives of the Agreements, including international cooperation, exchange of statistical information, forecasting market trends, etc. and for the Food Aid Convention the guarantee that developing countries are ensured a minimum amount of food aid by the European Union. It is therefore in the interests of the EC to be a part of these Agreements.

Plačilo članarin ES Mednarodnemu svetu za žita (ICG) omogoča doseganje ciljev mednarodnih sporazumov. Mednarodni svet za žita, ki je pristojen za upravljanje Sporazuma glede Konvencije o trgovanju z žiti iz leta 1995 in Konvencije o pomoči v hrani iz leta 1999 spodbuja cilje sporazumov, ki zajemajo mednarodno sodelovanje, izmenjavo statističnih podatkov, napovedi tržnih trendov itd. in za Konvencijo o pomoči v hrani jamstvo, da je deželam v razvoju zagotovljen najmanjši znesek pomoči v hrani iz Evropske unije. The membership contributions are determined on an annual basis and are due for as long as the EC is a member of the Agreements.

It is clear that if the EC had to carry out on its own the same actions as are carried out by the IGC, the total cost of these would be much greater than the cost of the membership contributions.

The EC pays membership dues on an annual basis for the International Grains Council.

The expenditure involved in the application of the two conventions is covered by annual contributions from all members of the Grains convention.

Each contribution is fixed in proportion to the number of votes attributed to the member concerned and proportionally to its importance in the international market.

There are a total of 2000 votes in the Convention, of which the European Union holds 406 (after enlargement). The same figure is projected for 2008 and 2009. The estimated cost per vote for 2008 is €1.143 resulting in a Community contribution of EUR 0.464 million.
|
V Konvenciji je skupno 2 000 glasov, od teh jih ima Evropska unija (po širitvi) 406. Enaka številka se predvideva za leti 2008 in 2009. Predvideni strošek za glas za leto 2008 je 1 143 EUR in predstavlja prispevek Skupnosti v višini 0,464 milijona EUR.

For 2009 and taking into consideration the adjustment of the price per vote, the cost estimated is EUR 0.473 million.

The Commission services will participate fully in the Administrative Committees and Council of IGC; these are the bodies responsible for determining budgetary contributions.
