THE COUNCIL OF THE EUROPEAN UNION,
SVET EVROPSKE UNIJE JE –
(1) recalling the objectives assigned to the European Community, in particular by Article 151 of the Treaty;
(1) ob sklicevanju na cilje, ki si jih je zadala Evropska skupnost, zlasti v členu 151 Pogodbe;
(2) referring to the provisions of the Unesco Convention on the Protection and Promotion of the Diversity of Cultural Expressions;
(2) ob sklicevanju na določbe Konvencije Unesca o zaščiti in spodbujanju raznolikosti kulturnega izražanja;
(3) having regard to the Commission's Communication of 10 May 2007 on a European Agenda for Culture in a Globalizing World [1];
(3) ob upoštevanju Sporočila Komisije z dne 10. maja 2007 o evropski agendi za kulturo v svetu globalizacije [1];
(4) recalling its Conclusions of 24 May 2007 on the contribution of the cultural and creative sectors to the achievement of the Lisbon objectives [2];
(4) ob sklicevanju na Sklepe Sveta z dne 24. maja 2007 o prispevku kulturnega in ustvarjalnega sektorja k uresničevanju lizbonskih ciljev [2];
(5) taking into account the experience derived from planning and implementing the Council's 2002-2004 and 2005-2007 work plans [3];
(5) ob upoštevanju izkušenj, pridobljenih pri oblikovanju in izvajanju delovnih načrtov Sveta za obdobji 2002-2004 in 2005-2007 [3];
(6) taking into account the results of the First Cultural Forum for Europe, held in Lisbon on the 26 and 27 September 2007;
(6) ob upoštevanju zaključkov prvega kulturnega foruma za Evropo v Lizboni dne 26. in 27. septembra 2007;
(7) convinced that culture and its specificity, including multilingualism are key elements of the European integration process based on common values and a common heritage — a process which recognizes, respects and promotes cultural diversity and the transversal role of culture;
(7) v prepričanju, da je kultura s svojimi posebnostmi, vključno z večjezičnostjo, ključni element evropskega integracijskega procesa, ki temelji na skupnih vrednotah in skupni dediščini – procesa, v katerem se priznavata, spoštujeta in spodbujata kulturna raznolikost ter povezovalna vloga kulture;
(8) stressing that culture and creativity are important drivers for personal development, social cohesion, economic growth, creation of jobs, innovation and competitiveness;
(8) poudarjajoč dejstvo, da sta kultura in ustvarjalnost pomembni gonili osebnega razvoja, socialne kohezije, gospodarske rasti, ustvarjanja delovnih mest, inovativnosti in konkurenčnosti;
(9) sharing the view that the role of culture should be better recognized in the Lisbon Agenda in the new cycle which it will enter into in 2008;
(9) strinjajoč se s stališčem, da bi bilo treba v lizbonski agendi za novo obdobje, tj. od leta 2008 naprej, kulturi priznati večji pomen;
(10) considering that culture should play an important role in the EU's external relations as a means of enhancing international cooperation;
(10) v prepričanju, da bi kultura, ki prispeva h krepitvi mednarodnega sodelovanja, morala imeti pomembno vlogo v zunanjih odnosih EU;
(11) underlining the strong link between culture and development, and welcoming a more pro-active role by Member States and the European Community in the context of their respective external assistance, in order to foster the emergence of a dynamic cultural sector in developing countries, and taking note of the suggestion by the Commission to enhance mobilization and diversification of funding in favour of increased access of local population to culture, and of cultural goods of those countries to European markets;
(11) poudarjajoč tesno povezanost kulture in razvoja, pozdravlja bolj proaktivo vlogo držav članic in Evropske skupnosti v okviru njihovih programov zunanje pomoči, namenjenih pospeševanju vzpostavljanja dinamičnega kulturnega sektorja v državah v razvoju, ob upoštevanju predloga Komisije, ki predvideva več finančnih sredstev in bolj razvejano financiranje, da se zagotovi boljša dostopnost kulture lokalnemu prebivalstvu in pestrejša ponudba kulturnih dobrin teh držav na evropskih trgih;
(12) stressing the importance of deepening intercultural dialogue at the international level, including with countries in a situation of fragility, and involving non-governmental actors in order to promote greater knowledge and understanding,
(12) poudarjajoč pomen poglobljenega medkulturnega dialoga na mednarodni ravni, med drugim tudi z nestabilnimi državami in nevladnimi soudeleženci, s katerim bo omogočeno uveljavljanje boljšega znanja in razumevanja.
EUROPEAN AGENDA FOR CULTURE
EVROPSKA AGENDA ZA KULTURO
1. WELCOMES the Commission's proposal to define a European Agenda for Culture, perceived as an important step towards further developing cooperation in the cultural field and increasing the coherence and visibility of European action in this field, while at the same time strengthening the transversal role of culture;
1. POZDRAVLJA predlog Komisije, da se oblikuje evropska agenda za kulturo, ki jo ocenjuje kot pomemben korak pri razvoju kulturnega sodelovanja ter večji povezanosti in prepoznavnosti evropskega delovanja na tem področju, hkrati pa tudi kot napredek pri krepitvi povezovalne vloge kulture;

2. ENDORSES the three strategic objectives set out in the Commission's Communication with a view to shaping the shared European Agenda for Culture, i.e.:
2. POTRJUJE tri strateške cilje iz sporočila Komisije, katerih namen je oblikovanje evropske agende za kulturo; ti cilji so:
(a) promotion of cultural diversity and intercultural dialogue;
a) spodbujati kulturno raznolikost in medkulturni dialog;
(b) promotion of culture as a catalyst for creativity in the framework of the Lisbon Strategy for growth, employment, innovation and competitiveness;
b) uveljavljati kulturo, ki spodbuja ustvarjalnost, v okviru lizbonske strategije za rast, zaposlovanje, inovacije in konkurenčnost;
(c) promotion of culture as a vital element in the Union's international relations;
c) okrepiti bistveno vlogo kulture v mednarodnih odnosih Unije;

3. AGREES that those three strategic objectives are to be specified as follows:

A. AS REGARDS PROMOTION OF CULTURAL DIVERSITY AND INTERCULTURAL DIALOGUE:
A. V ZVEZI S spodbujanjem kulturne raznolikosti in medkulturnega dialoga:
- encouraging the mobility of artists and other professionals in the culture field,
- prizadevati si za večjo mobilnost umetnikov in drugih strokovnjakov na področju kulture;
- promoting cultural heritage, namely by facilitating the mobility of collections and fostering the process of digitisation, with a view to improving public access to different forms of cultural and linguistic expressions,
- prizadevati si za boljšo osveščenost o kulturni dediščini, zlasti z zagotavljanjem večje mobilnosti zbirk in pospeševanjem procesa digitalizacije, s ciljem izboljšati javno dostopnost različnih oblik kulturnega in jezikovnega izraza;
- promoting intercultural dialogue as a sustainable process contributing to European identity, citizenship and social cohesion, including by the development of the intercultural competences of citizens;
- spodbujati medkulturni dialog kot trajnostni proces, ki prispeva k oblikovanju evropske identitete, državljanstva in socialne kohezije, vključno z izobraževanjem državljanov o medkulturnosti;
B. AS REGARDS PROMOTING CULTURE AS A CATALYST OF CREATIVITY:
B. V ZVEZI S SPODBUJANJEM KULTURE, KI POSPEŠUJE USTVARJALNOST:
- promoting better use of synergies between culture and education, in particular by encouraging art education and active participation in cultural activities with a view to developing creativity and innovation,
- prizadevati si za učinkovitejšo uporabo sinergij med kulturo in izobraževanjem, zlasti s spodbujanjem poučevanja umetnostne vzgoje in dejavne udeležbe v kulturnih dejavnostih, katerih cilj je razvoj ustvarjalnosti in inovativnosti;
- promoting the availability of managerial, business and entrepreneurial training capacities specifically tailored to professionals in the cultural and creative fields,
- zagotavljati zmogljivosti za usposabljanje vodstvenih kadrov ter poslovno in podjetniško usposabljanje, posebej prilagojeno poklicnim delavcem v kulturnih in ustvarjalnih panogah;
- fostering a favourable environment for the development of cultural and creative industries, including the audiovisual sector, thus maximizing their potential, in particular that of SMEs, namely by making better use of existing programmes and initiatives and by stimulating creative partnerships between the cultural sector and other sectors, including in the context of local and regional development;
- zagotavljati okolje, ki je naklonjeno razvoju kulturnih in ustvarjalnih panog, vključno z avdiovizualnim sektorjem, in omogoča kar največji izkoristek njihovega potenciala, zlasti zmogljivosti MSP, z boljšo uporabo obstoječih programov in pobud ter s spodbujanjem ustvarjalnega partnerstva med kulturnim in drugimi sektorji, tudi v okviru lokalnega in regionalnega razvoja;
C. AS REGARDS CULTURE AS A VITAL ELEMENT OF INTERNATIONAL RELATIONS:

- enhancing the role of culture in the EU's external relations and development policy,
- okrepiti vlogo kulture v mednarodnih odnosih EU in v razvojni politiki;
- promoting the Unesco Convention on the Protection and Promotion of the Diversity of Cultural Expressions and contributing to its implementation at international level,
- javnosti predstavljati Konvencijo UNESCO o zaščiti in spodbujanju raznolikosti kulturnega izražanja in prispevati k njenemu izvajanju na mednarodni ravni;
- fostering intercultural dialogue and interaction between civil societies of EU Member States and third countries,
- spodbujati medkulturni dialog in medsebojno komunikacijo med civilnimi družbami držav članic EU in tretjimi državami;
- encouraging further cooperation between cultural institutions of EU Member States, including cultural institutes, in third countries and with their counterparts in those countries;
- spodbujati nadaljnje sodelovanje kulturnih ustanov držav članic EU, vključno s kulturnimi organizacijami, s tretjimi državami in s sorodnimi ustanovami v teh državah.

Subsidiarnost in prožnost
4. STRESSES that action pursuant to these objectives should have a real European added value and be carried out with full respect for the principle of subsidiarity, and that these common guidelines at EU level do not preclude the definition and implementation by Member States of their own national policy objectives;

POUDARJA, da bi morali ukrepi za uresničitev teh ciljev ustvariti pravo dodano vrednost na evropski ravni in da bi bilo pri njihovem izvajanju treba dosledno spoštovati načelo subsidiarnosti; hkrati poudarja, da te skupne smernice na ravni EU ne vplivajo na opredelitev in izvajanje ciljev nacionalnih politik držav članic;
5. UNDERLINES that these objectives should be considered as a flexible framework for guiding future action in the cultural field;
5. POUDARJA, da bi bilo treba te cilje obravnavati kot prožen okvir za usmerjanje prihodnjih dejavnosti na kulturnem področju.
WORKING METHODS

Dialogue with the cultural sector

6. AGREES that a continuous, multi-layered and flexible dialogue with cultural stakeholders and in consultation with the sector at all levels (local, regional, national and European) is essential to both the development and the implementation of a European Agenda for Culture;
6. SOGLAŠA s stališčem, da je za razvoj in izvajanje evropske agende za kulturo bistven stalen, večplasten in prožen dialog z zainteresiranimi stranmi na področju kulture in posvetovanje s sektorjem na vseh ravneh (lokalni, regionalni, nacionalni in evropski);
7. WELCOMES the Commission's intention to identify representative interlocutors from the sector and to undertake a mapping of the sector, in order to set up channels of communication and to structure dialogue with stakeholders;
7. POZDRAVLJA namen Komisije najti ustrezne sogovornike iz sektorja in področje natančno raziskati ter na podlagi tega vzpostaviti komunikacijo in oblikovati dialog z zainteresiranimi stranmi;
8. AGREES in view of the positive impact of the first Cultural Forum held in Lisbon on 26 and 27 September 2007 that interaction with and within civil societies at both national and European level is a major element in gathering the views of stakeholders in the context of the regular reporting exercise;
8. SOGLAŠA z mnenjem, da je – glede na ugoden vpliv prvega kulturnega foruma v Lizboni, ki je potekal 26. in 27. septembra 2007 –, sodelovanje s civilnimi družbami in med njimi na nacionalni in evropski ravni bistveno za seznanjanje s stališči zainteresiranih strani v okviru rednega poročanja;

9. CONSIDERS that the new approach proposed by the Commission for cooperation in the field of culture, namely using the open method of coordination (OMC) in a specifically adapted way and taking into account the specificities of the sector, will provide a flexible and non-binding framework for structuring cooperation around the strategic objectives of the European Agenda for Culture and fostering exchanges of best practices;
9. MENI, da bo nov pristop k sodelovanju na področju kulture, ki ga je predlagala Komisija, tj. posebej prilagojena odprta metoda usklajevanja (OMS), v kateri so upoštevane posebnosti sektorja, zagotovila prožen in nezavezujoč okvir za strukturiranje sodelovanja pri uresničevanju strateških ciljev evropske agende za kulturo in pospeševanju izmenjave najboljših praks;
10. DECIDES that:
10. SKLENIL, da:
(a) the OMC will be applied using a flexible approach suited to the cultural field, while fully respecting Member States' competences, including those of their regional and local authorities and in accordance with the principle of subsidiarity. Participation of Member States in the actions and procedures concerned will be voluntary;
a) se bo OMS uporabljala prožno in bo prilagojena kulturnemu področju, pri čemer bodo v celoti upoštevani načelo subsidiarnosti in pristojnosti držav članic, vključno s pristojnostmi regionalnih in lokalnih oblasti. Države članice bodo pri načrtovanih ukrepih in postopkih sodelovale na prostovoljni osnovi;
(b) when implementing the OMC, special attention will be paid to the need to minimise financial and administrative burden upon the different actors, in accordance with the principle of proportionality, as set out in the EC Treaty [4];
b) bo pri izvajanju OMS v skladu z načelom sorazmernosti, kot je določeno v PES, posebna pozornost namenjena nujnosti karseda učinkovitega zmanjšanja finančnih in upravnih bremen za različne soudeležence [4];
(c) the objectives of the European Agenda for Culture will be implemented through triennial work plans covering a limited number of priority areas, which the Council determines as suitable for the OMC framework in the corresponding time period. On the basis of those priority areas, the Commission will propose specific actions for the work plans that will be discussed, supplemented, updated and, where necessary, endorsed by the Council of Ministers;
c) bo uresničevanje ciljev evropske agende za kulturo potekalo v skladu s triletnimi delovnimi programi, v katerih bodo opredeljena določena prednostna področja, ki jih bo Svet v skladu s to resolucijo ocenil kot primerne za okvir OMS v ustreznem obdobju; na podlagi teh prednostnih področij bo Komisija predlagala specifične dejavnosti za delovne načrte, ki jih bo preučil, dopolnil, posodobil in po potrebi podprl Svet ministrov;
(d) the Council, in cooperation with the Commission, will play a central role in ensuring continuity and follow-up of the priority areas for action and maintaining the momentum of the process;
d) bo imel Svet v sodelovanju s Komisijo osrednjo vlogo pri zagotavljanju neprekinjenega izvajanja in spremljanja dejavnosti na prednostnih področjih ter vzdrževanju zagona procesa;
(e) after consulting the competent Council body (the Cultural Affairs Committee) the Commission will prepare a progress report to be submitted to the Council on the basis inter alia of the information voluntarily provided by Member States pursuant to the principles laid down in 10a and b above;
e) bo Komisija po posvetovanju s pristojnim pripravljalnim telesom Sveta (Odbor za kulturne zadeve] pripravila, med drugim tudi na podlagi informacij, ki jih bodo v skladu z navedenimi načeli iz točk 10(a) in b)) prostovoljno sporočile države članice, poročilo o napredku, ki ga bo predložila Svetu;
(f) in order to enhance the general awareness and visibility of cultural cooperation at European level, cultural actors and the public at large will be informed about the objectives and priority actions of the work plan;
f) bodo kulturni ustvarjalci in širša javnost obveščeni o ciljih in prednostnih dejavnostih iz delovnega načrta, kar bo zagotovilo boljšo splošno ozaveščenost in večjo opaznost kulturnega sodelovanja na evropski ravni;
11. AGREES, in accordance with paragraph 10c, that the work plan for the period 2008-2010 will concentrate on the priority areas for action set out in the Annex;
11. SOGLAŠA z odstavkom 10c, v skladu s katerim bo delovni načrt za obdobje 2008-2010 usmerjen v dejavnosti na prednostnih področjih, navedena v prilogi;
12. The Council may, in cooperation with the Commission, review the application of the OMC in the cultural field in the light of progress made, and having regard to the reporting and evaluation exercise mentioned in paragraph (e) above;
12. lahko Svet v sodelovanju s Komisijo ter ob upoštevanju poročila in vrednotenja iz navedenega odstavka e) pregleda napredek pri uporabi OMS na kulturnem področju;
13. The European Parliament, the European Economic and Social Committee and the Committee of the Regions will be kept informed of the implementation of the work plans;
13. bodo Evropski parlament, Evropski ekonomsko-socialni odbor in Odbor regij obveščeni o izvajanju delovnih načrtov;
Horizontal aspects
Horizontalni vidiki:
14. INVITES the Commission to pursue its work in the field of cultural statistics in terms of definitions and methodologies with a view to achieving comparability of statistical data to support evidence-based policy-making and actions;
14. POZIVA Komisijo, naj nadaljuje delo pri pripravi statistike na področju kulture in sicer v zvezi z opredelitevami in metodologijami, kar bo omogočilo primerljivost statističnih podatkov v podporo z dokazi utemeljenim politikam in ukrepom;
15. WELCOMES the creation by the Commission of an inter-service group to better ensure that cultural aspects are taken into account in its action under other provisions of the Treaty, as laid down by Article 151(4) of the EC Treaty;
15. POZDRAVLJA ustanovitev medresorske skupine v okviru Komisije, katere namen je, kot je določeno v členu 151(4) PES, zagotoviti boljše upoštevanje kulturnih vidikov pri njeni dejavnosti na podlagi drugih določb pogodbe;
16. RECOMMENDS, that the interface between cultural aspects and other Community policies be strengthened, through coordination between relevant Council configurations on matters that have an impact on culture and through the creation of an effective and coherent mechanism for regular reporting on and following up cultural aspects under other provisions of the Treaty;
16. PRIPOROČA okrepitev povezave kulturnih vidikov in drugih politik Skupnosti in sicer s sodelovanjem med ustreznimi telesi Sveta pri zadevah, ki vplivajo na kulturo, ter vzpostavitvijo učinkovitega in jasnega mehanizma za redno poročanje in spremljanje kulturnih vidikov v skladu z določbami Pogodbe;
17. INVITES the European Council to endorse these conclusions providing a framework for a European Agenda for Culture.
17. POZIVA Evropski svet, naj potrdi te sklepe, ki zagotavljajo okvir evropske agende za kulturo.

PRIORITY AREAS FOR ACTION FOR THE PERIOD 2008-2010
PREDNOSTNA PODROČJA ZA OBDOBJE 2008-2010
In accordance with the provisions of paragraphs 10c and 11 above, the following priority actions will be pursued in the context of the strategic objectives of the European Agenda for Culture:
V skladu z določbami iz odstavkov 10(c) in 11 te resolucije so za uresničitev strateških ciljev evropske agende za kulturo predvidena naslednja prednostna področja:
- improving the conditions for the mobility of artists and other professionals in the cultural field,
- spodbujanje večje mobilnosti umetnikov in drugih strokovnjakov s področja kulture;
- promoting access to culture, in particular through the promotion of cultural heritage, multilingualism, digitisation, cultural tourism, synergies with education, especially art education, and greater mobility of collections,
- zagotavljanje boljše dostopnosti kulture, zlasti s prizadevanjem za boljšo osveščenost o kulturni dediščini in spodbujanjem večjezikovnosti, kulturnega turizma, sinergije z izobraževanjem, predvsem umetnostno vzgojo, ter večje mobilnosti zbirk;
- developing data, statistics and methodologies in the cultural sector and improve their comparability,
- razvoj podatkov, statistike in metodologij na kulturnem področju in izboljšanje njihove primerljivosti;
- maximising the potential of cultural and creative industries, in particular that of SMEs,
- karseda učinkovit izkoristek potenciala kulturnih in ustvarjalnih panog, zlasti zmogljivosti MSP;
- promoting and implementing the Unesco Convention on the Protection and Promotion of the Diversity of Cultural Expressions.
- predstavljanje javnosti in izvajanje Konvencije UNESCO o zaščiti in spodbujanju raznolikosti kulturnega izražanja.
