La 2 iulie 1997, Comisia a hotărât să adopte o nouă metodă de stabilire și actualizare a ratelor de referință și de scont, care intră în vigoare de la 1 august 1997. Statele membre au fost informate printr-o scrisoare (datată 18 august 1997) și o comunicare a fost publicată în Jurnalul Oficial al Comunităților Europene (C 273 din 9 septembrie 1997).

On 2 July 1997 the Commission decided to adopt, with effect from 1 August 1997, a new method for setting and updating the reference and discount rates. Member States were informed by letter (dated 18 August 1997) and a notice was published in the Official Journal of the European Communities (C 273 of 9 September 1997).

Această metodă stabilește rata de referință pentru fiecare stat membru pe baza ratelor indicative definite ca medii lunare ale ratelor interbancare pentru operațiuni swap pe cinci ani, plus o primă de ajustare.

This method sets the reference rate for each Member State on the basis of indicative rates defined as the monthly average of the five-year interbank swap rates, plus an adjustment premium.

În urma intrării, la 1 ianuarie 1999, în cea de-a treia etapă a Uniunii economice și monetare și având în vedere utilizarea monedei euro pe piețele financiare, Comisia a decis să facă următoarele adaptări tehnice:

Following entry into the third stage of economic and monetary union on 1 January 1999 and in view of the use of the euro by the financial markets, the Commission has decided to make the following technical adaptations:
|
1. de la 1 august 1999, rata de referință este identică pentru cele unsprezece state membre care au adoptat moneda euro;
|
|
1. From 1 August 1999 the reference rate will be identical for the eleven Member States which have adopted the euro;
|
2. pentru aceste state, rata orientativă este definită ca media ratelor interbancare pentru operațiuni swap pe cinci ani, plus o primă de 75 puncte de bază.

2. For those countries, the indicative rate will be defined as the average of the five-year interbank swap rates, plus a premium of 75 basis points.
|
Toate celelalte aspecte ale metodei prevăzute în Comunicarea Comisiei din 9 septembrie 1997 se aplică în continuare.

All the other aspects of the method outlined in the Commission notice of 9 September 1997 continue to apply.

Pentru statele membre care nu au adoptat moneda euro, metoda de stabilire a ratelor de referință a rămas neschimbată.

For Member States which have not adopted the euro, the method for setting the reference rates is unchanged.
