Sir,

Excelentíssimo Senhor,

I have the honour to confirm that the Community, as stated during the negotiation of the Europe Agreement between the Community and its Member States, of the one part, and Bulgaria, of the other part, is fully appraised of the infrastructure and environmental problems facing Bulgaria in the transport sector and that it shall provide, as appropriate, under the financial arrangements set up by the Europe Agreement, financing for the upgrading of inland transport infrastructure, including road, rail, inland waterway and combined transport infrastructure.

Tenho a honra de, pela presente carta, confirmar a Vossa Excelência que a Comunidade, tal como declarou aquando da negociação do acordo europeu entre a Comunidade e os seus Estados-membros, por um lado, e a Bulgária, por outro, compreende perfeitamente os problemas de infra-estrutura e de ambiente com que a Bulgária se debate no sector dos transportes e contribuirá, se necessário, no âmbito dos mecanismos financeiros criados pelo acordo europeu, para o financiamento da beneficiação das infra-estruturas de transporte terrestre, incluindo as infra-estruturas rodoviárias, ferroviárias e fluviais, bem como as infra-estruturas do transporte combinado.

I take note of the fact that Bulgaria has expressed an urgent need for financial assistance to adapt its inland transport infrastructure to the increased volume of traffic transiting its territory.

Neste contexto, tomo nota do facto de a Bulgária ter declarado necessitar urgentemente de ajuda financeira para adaptar as suas infra-estruturas de transporte terrestre ao aumento de tráfego que transita pelo seu território.

The Parties agree that they shall endeavour, initially under the terms of the existing trade and cooperation agreement, to find the means which will enable them to contribute to the upgrading of the said infrastructure, in particular to the modernization and construction of railway lines and motorways between Kulata and Sofia and between Sofia and Vidin, and to the modernization of the infrastructure of the Danube waterway and its international connections, without prejudice to the appraisal of projects in accordance with the procedures in force.

As partes acordam em procurar, inicialmente no âmbito do acordo de comérico e de cooperação existente, os meios que lhes permitam contribuir para a melhoria dessas infra-estruturas na Bulgária, nomeadamente a modernização e construção de linhas ferroviárias e de auto-estradas entre Kulata e Sófia e entre Sófia e Vidin, bem como a modernização das infra-estruturas da via navegável do Danúbio e das suas ligações internacionais, sem prejuízo da avaliação dos projectos de acordo com os procedimentos em vigor.

Tenho a honra de acusar a recepção da carta de hoje de Vossa Excelência, do seguinte teor:

I have the honour to acknowledge receipt of your letter of today's date which reads as follows:

«Tenho a honra de, pela presente carta, confirmar a Vossa Excelência que a Comunidade, tal como declarou aquando da negociação do acordo europeu entre a Comunidade e os seus Estados-membros, por um lado, e a Bulgária, por outro, compreende perfeitamente os problemas de infra-estrutura e de ambiente com que a Bulgária se debate no sector dos transportes e contribuirá, se necessário, no âmbito dos mecanismos financeiros criados pelo acordo europeu, para o financiamento da beneficiação das infra-estruturas de transporte terrestre, incluindo as infra-estruturas rodoviárias, ferroviárias e fluviais, bem como as infra-estruturas do transporte combinado.
