RESOLUTIE VAN DE RAAD van 18 juni 1992 betreffende technologische vraagstukken in verband met de veiligheid van kerninstallaties (92/C 172/02)

THE COUNCIL OF THE EUROPEAN COMMUNITIES,

DE RAAD VAN DE EUROPESE GEMEENSCHAPPEN,

Having regard to the Treaty establishing the European Atomic Energy Community,

Gelet op het Verdrag tot oprichting van de Europese Gemeenschap voor Atoomenergie,

Whereas, on 22 July 1975, the Council adopted a resolution on the technological problems of nuclear safety (1), hereafter referred to as the '1975 resolution';

Overwegende dat de Raad op 22 juli 1975 een resolutie betreffende de technologische vraagstukken in verband met de veiligheid van kerninstallaties heeft aangenomen (1), hierna "resolutie van 1975" te noemen;

Whereas, on the basis of various communications from the Commission, the Council adopted conclusions on 26 September 1988, 21 June 1989 and 26 March 1990 reaffirming, inter alia, the central role it attached to the 1975 resolution;

Overwegende dat de Raad, op basis van verschillende mededelingen van de Commissie, op 26 september 1988, 21 juni 1989 en 26 maart 1990 conclusies heeft vastgesteld, waarin hij onder andere de centrale rol die hij toekent aan de resolutie van 1975 bevestigde;

Whereas, on 24 January 1992 the Commission forwarded to the Council a report for the period from April 1987 to April 1991 on the implementation of the resolution of 1975 stressing the need for the institutions responsible for ensuring and verifying nuclear safety within the Community to continue to participate actively in the well-established and continuing process of consultation and coordination, in the context of the 1975 resolution, and to extend the benefits of such work beyond the Community;

Overwegende dat de Commissie op 24 januari 1992 aan de Raad een verslag heeft voorgelegd voor de periode van april 1987 tot en met april 1991 over de tenuitvoerlegging van de resolutie van 1975, waarin wordt beklemtoond dat de instellingen die bijdragen tot het waarborgen en het controleren van de veiligheid in de Gemeenschap actief moeten blijven deelnemen aan het in het kader van de resolutie van 1975 geïnstitutionaliseerde overleg- en cooerdinatieproces en dat de resultaten van die werkzaamheden ook buiten de Gemeenschap zouden moeten worden uitgedragen;

Whereas the issue of nuclear safety is an important one, particularly with regard to the protection of the health of the population and of workers as well as the protection of the environment from the dangers resulting from ionizing radiation, particularly in the view of the developments which have taken place throughout Europe,

Overwegende dat aan het probleem van de nucleaire veiligheid belangrijke aspecten zijn verbonden, met name wat betreft de bescherming van de gezondheid van de bevolking en van de werknemers, alsmede de bescherming van het milieu tegen de gevaren van ioniserende stralingen, vooral gezien de ontwikkelingen die zich in heel Europa hebben voorgedaan,

1. RECOGNIZES the progress towards an equivalent and satisfactory degree of protection of the population and of the environment in the Community at the highest practical safety levels, as called for in the 1975 resolution, and in contributing to the international acceptance of similar high safety levels.

ERKENT de vooruitgang die geboekt is bij het streven om een gelijkwaardige en bevredigende mate van bescherming van de bevolking en van het milieu in de Gemeenschap te waarborgen op de hoogst haalbare veiligheidsniveaus, zoals gevraagd in de resolutie van 1975, alsmede om bij te dragen tot de internationale aanvaarding van soortgelijke hoge veiligheidsniveaus;

2. ENCOURAGES the Commission, national safety authorities, institutions specialized in nuclear safety evaluation, research and development institutions, nuclear utilities and manufacturers in the Community to continue to participate actively in the well-established and continuing process of consultation and cooperation, in the context of the 1975 resolution.

2. SPOORT de Commissie, de nationale veiligheidsinstanties, de in de evaluatie van de veiligheid van kerninstallaties gespecialiseerde instellingen, de onderwijs- en onderzoekinstellingen en de bouwers en exploitanten van kerncentrales in de Gemeenschap AAN actief te blijven deelnemen aan het in het kader van de resolutie van 1975 geïnstitutionaliseerde overleg- en samenwerkingsproces;

3. REAFFIRMS the importance of technological progress in relation to the safety of nuclear installations and in this connection invites the Member States and the Commission to continue and intensify concerted effort through significant joint actions on key safety issues. Thus it underlines the primary importance of nuclear safety research and technological innovation and the need to continue and increase action undertaken within the Community, including the study of future generations of reactors. This action may, where possible, be extended to third countries, notably those of Central and Eastern Europe and the Republics of the former Soviet Union.

3. BEVESTIGT dat technologische vooruitgang van belang is voor de veiligheid van nucleaire installaties en VERZOEKT derhalve de Lid-Staten en de Commissie de onderlinge cooerdinatie voort te zetten en te verbeteren door middel van betekenisvolle gezamenlijke activiteiten aangaande essentiële veiligheidskwesties. Aldus wijst de Raad op het wezenlijke belang van onderzoek en technologische vernieuwing inzake nucleaire veiligheid en op de noodzaak tot voortzetting en uitbreiding van de in de Gemeenschap ondernomen acties, met inbegrip van de bestudering van nieuwe generaties reactoren. Deze acties kunnen, voor zover mogelijk, worden uitgebreid tot derde landen, met name die van Midden- en Oost-Europa en de Republieken van de voormalige Sowjetunie;

4. REQUESTS the Member States to continue - with an active contribution from the Commission - to ensure greater concerted effort between the national safety authorities in the Community on safety criteria and requirements and on the incorporation of the conclusions reached into the practice followed in the Member States, in order to arrive at a system of safety criteria and requirements recognized throughout the Community.

4. VRAAGT dat de Lid-Staten, met actieve medewerking van de Commissie, verder zorgen voor een intensivering van het overleg tussen de nationale veiligheidsinstanties in de Gemeenschap over de veiligheidscriteria en -eisen en over de integratie van de bereikte conclusies in de praktijk van de Lid-Staten, om te komen tot een geheel van op communautair niveau erkende veiligheidscriteria en -eisen;

5. EMPHASIZES the particular importance it attaches to nuclear safety in Europe and therefore requests the Member States and the Commission to adopt as the fundamental and priority objective of Community cooperation in the nuclear field, in particular with the other European countries, especially those of Central and Eastern Europe and the Republics of the former Soviet Union that of bringing their nuclear installations up to safety levels equivalent to those in practice in the Community and to facilitate the implementation of the safety criteria and requirements already recognized throughout the Community.

5. ONDERSTREEPT het bijzondere belang dat hij hecht aan de nucleaire veiligheid in Europa, en verzoekt derhalve de Lid-Staten en de Commissie om als essentiële en prioritaire doelstelling van de communautaire samenwerking in de sector kernenergie, inzonderheid met de andere Europese landen, met name die van Midden- en Oost-Europa en de Republieken van de voormalige Sowjetunie, aan te merken dat de veiligheid in de nucleaire installaties van die landen wordt opgetrokken tot een niveau dat gelijkwaardig is met het in de Gemeenschap bestaande niveau, en dat de toepassing van de al op communautair niveau erkende veiligheidscriteria en -eisen wordt vergemakkelijkt;

6. MOEDIGT de Lid-Staten en de Commissie AAN op gecooerdineerde wijze op te treden in internationale instanties, op basis van de in de Gemeenschap geboekte resultaten, ten einde een systeem te ontwikkelen van nucleaire veiligheidscriteria en -eisen die op internationale niveau worden aanvaard, met name in het kader van de Internationale Organisatie voor Atoomenergie.

6. ENCOURAGES the Member States and the Commission to act in a coordinated manner in inter national fora on the basis of the achievements reached in the Community towards a system of internationally accepted nuclear safety criteria and requirements, in particular in the framework of the International Atomic Energy Agency (IAEA).
