1. The Council recalls that in the resolution of the Council and Ministers of 26 June 1991 on priority actions in the youth field, the wish to intensify cooperation on exchanges and mobility of young people with the EFTA countries, the Central and Eastern European countries and in the context of the North-South dialogue was affirmed.

De Raad memoreert dat in de resolutie van de Raad en de Ministers van 26 juni 1991 inzake prioritaire acties op het gebied van jongeren, het verlangen wordt bevestigd om de samenwerking op het gebied van uitwisseling en mobiliteit van jongeren met de EVA-landen, de landen van Midden- en Oost-Europa en in het kader van de Noord-Zuiddialoog, te versterken.

It notes that the conclusions of the European Council of 9 and 10 December 1994 at Essen call for the opening to the associated Central and East European countries of Community programmes - including 'Youth for Europe III', as well as for the strengthening of Europe-Mediterranean cooperation.

Hij constateert dat de conclusies van de Europese Raad van 9 en 10 december 1994 te Essen voorzien in de uitbreiding van de communautaire programma's - waaronder "Jeugd voor Europa'' - tot de geassocieerde landen van Midden- en Oost-Europa (LMOE) en in een uitbreiding van de Europees-mediterrane samenwerking.

It emphasizes that Decision No 818/95/EC establishing the 'Youth for Europe III' programme (1), adopted by the European Parliament and the Council on 14 March 1995, gives impetus to exchanges with third countries.

De Raad benadrukt de impuls die door het besluit houdende aanneming van het programma "Jeugd voor Europa III'' (818/95/EG) (1), dat op 14 maart 1995 is aangenomen door het Europees Parlement en de Raad, wordt gegeven aan de uitwisselingen met derde landen.

It recalls the conclusions of the European Council of 26 and 27 June 1995 at Cannes concerning the struggle against racism and xenophobia.

Hij memoreert de conclusies van de Europese Raad van Cannes van 26 en 27 juni 1995 ter zake van de bestrijding van racisme en vreemdelingenhaat.

It notes that the report of the Council of 12 June 1995 to the European Council at Cannes on the position that the European Union should adopt at the Euro-Mediterranean Conference in Barcelona, recognizes the importance of cooperation in the area of youth in order to foster exchanges amongst the civilian population and further dialogue between the European Union and its Mediterranean partners.

Hij merkt op dat in het verslag van de Raad van 12 juni 1995 aan de Europese Raad van Cannes over het standpunt dat de Europese Unie zou moeten innemen op de Europees-mediterrane Conferentie in Barcelona, het belang wordt erkend van samenwerking op het gebied van jeugdzaken met het oog op het bevorderen van een uitwisseling tussen de burgers en het versterken van de dialoog tussen de Europese Unie en haar mediterrane partners.

It welcomes the achievements in the area of exchanges with third countries in the framework of the priority actions for young people, as well as the work already carried out by the Council of Europe.

De Raad verheugt zich over de verwezenlijkingen die in het kader van de prioritaire acties op het gebied van jeugdzaken tot stand zijn gekomen inzake uitwisselingen met derde landen, alsmede over de reeds door de Raad van Europa verrichte arbeid.

2. In relation to the areas indicated below, the Council recalls:

2. Voor wat betreft de hieronder vermelde gebieden, herinnert de Raad aan:

- the conclusions of the Council and Ministers meeting within the Council of 30 November 1994 (2) on the promotion of periods of voluntary service in the field of youth,

- de conclusies van de Raad en de Ministers, in het kader van de Raad bijeen, van 30 november 1994 (2) over de bevordering van vrijwilligerswerk voor de jeugd;

- the resolution of 31 March 1995 on cooperation in the area of youth information and studies concerning youth.

- de resolutie van 31 maart 1995 betreffende samenwerking op het gebied van jongerenvoorlichting en -onderzoek.

The Council, in conformity with the proposal set out at the European Council at Cannes, agrees to step up cooperation in the areas indicated below with third countries with which the Community has made association or cooperation agreements.

Overeenkomstig de conclusies van de Europese Raad van Cannes komt de Raad overeen om op de onderstaande gebieden nauwer samen te werken met de derde landen waarmee de Gemeenschap associatie- of samenwerkingsovereenkomsten heeft gesloten.

In the development of this cooperation, the principle of subsidiarity as defined in Article 3B of the Treaty establishing the European Community should be taken into account.

De ontwikkeling van die samenwerking dient te gebeuren met inachtneming van het subsidariteitsbeginsel, zoals dat is omschreven in artikel 3 B van het Verdrag tot oprichting van de Europese Gemeenschap.

(a) Cooperation between governmental and non-governmental youth structures

a) Samenwerking tussen overheids- en niet-gouvernementele structuren voor jeugdzaken

The Council notes the uneven development of democratic youth structures in third countries and between these and Member States; this sometimes hampers the establishment of effective cooperation.

De Raad constateert dat de democratische structuren voor jeugdzaken in de derde landen zich onderling alsook ten aanzien van die in de Lid-Staten ongelijk ontwikkelen, waardoor het soms moeilijk is tot een doeltreffende samenwerking te komen.

The Council deems it desirable to support the development of cooperation between these structures, fostering exchanges of information and experience on youth programmes developed at Community, national, regional or local level through study visits, internships and other activities.

Het lijkt de Raad wenselijk de ontwikkeling van de samenwerking tussen die structuren te ondersteunen door met studiebezoeken, stages of andere activiteiten de uitwisseling van inlichtingen en ervaringen te bevorderen inzake programma's betreffende jeugdzaken, die op communautair, nationaal, regionaal en lokaal niveau zijn opgezet.

(b) Training of youth leaders

The Council is aware of the fundamental role that socio-educational instructors including those in charge of youth associations play in intercultural learning amongst young people, in the development of values appropriate to a democratic society and in the respect and promotion of cultural diversity.

De Raad is zich bewust van de essentiële rol die de maatschappelijk-educatieve werkers, met inbegrip van de verantwoordelijken van de jongerenorganisaties, vervullen in het interculturele leerproces van jongeren, de ontwikkeling van de waarden die een democratische samenleving kenmerken, en de eerbiediging en bevordering van de culturele verscheidenheid.

It underlines the importance of encouraging such youth instructors and persons in charge of youth organizations to take the social and cultural situation of third countries into account in their work with young people, supporting in this way the efforts of the Member States to prevent intolerance, racism and xenophobia and to foster solidarity.

De Raad onderstreept dat het van belang is de jongerenwerkers en de verantwoordelijken van jongerenorganisaties aan te sporen om in hun werk met de jongeren aandacht te besteden aan de sociale en culturele realiteit in derde landen, waardoor zij de inspanningen van de Lid-Staten ondersteunen, teneinde onverdraagzaamheid, racisme en vreemdelingenhaat te voorkomen en solidariteit te bevorderen.

It also draws attention to the need to support the development of training activities for youth leaders and persons in charge of youth organizations in third countries, taking into consideration the experience acquired in this area by the Member States and the Council of Europe.

De Raad wijst ook op de noodzaak van steun aan de ontwikkeling van activiteiten voor de opleiding van jongerenwerkers en verantwoordelijken van jongerenorganisaties van derde landen, rekening houdend met de ervaring die de Lid-Staten en de Raad van Europa op dit gebied hebben opgedaan.

(c) Information for young people

c) Voorlichting aan jongeren

The Council emphasizes the importance of facilitating access by young people to clear, effective and full information in all areas that affect their everyday life, as it is essential to their active participation in society.

De Raad benadrukt dat ervoor moet worden gezorgd dat jongeren gemakkelijk toegang hebben tot duidelijke, doelgerichte en volledige informatie over alles wat hun dagelijks leven aangaat, omdat dit een essentiële voorwaarde is voor hun actieve deelneming aan het maatschappelijk leven.

It indicates the need to encourage the development of youth information and counselling structures which promote the exchange of experience as well as the link-up to information networks that are already functioning in the Member States and third countries.

De Raad wijst erop dat de oprichting van informatie- en adviesstructuren voor de jeugd moet worden aangemoedigd, door de uitwisseling van ervaringen en de koppeling van bestaande informatienetwerken in de Lid-Staten en in derde landen te bevorderen.

(d) Youth exchanges

d) Uitwisseling van jongeren

The Council underlines the importance of exchanges between youth groups and associations in the Member States and third countries as they are appropriate tools for understanding different situations and cultures, developing mutual respect and solidarity, and preventing intolerant, racist and xenophobic conduct.

De Raad onderstreept het belang van uitwisselingen tussen groepen jongeren en jongerenorganisaties van de Lid-Staten en van derde landen als passend hulpmiddel bij het begrijpen van andere situaties en culturen, voor de ontwikkeling van wederzijds respect en solidariteit en het voorkomen van intolerant, racistisch en xenofoob gedrag.

It considers that in the framework of Action D of Youth for Europe III, there is room for the exploitation of opportunities particularly for making a qualitative improvement in the exchanges.

De Raad is van oordeel dat het wenselijk is in het kader van actie D van het programma Jeugd voor Europa gebruik te maken van de mogelijkheden om met name de kwaliteit van de uitwisselingen te verbeteren.

(e) Voluntary service in the field of youth

e) Vrijwilligerswerk van jongeren

The Council emphasizes the importance of promoting values of solidarity among young people as stated in Action II of the 'Youth for Europe III' programme.

De Raad beklemtoont dat het belangrijk is het solidariteitsbesef onder de jongeren te bevorderen zoals is vastgesteld in actie A II van het programma Jeugd voor Europa.

In the spirit of the conclusions of 30 November 1994 on the promotion of periods of voluntary service in the field of youth, it recognizes the efforts made by the Member States and encourages the participation by young people in voluntary service activities to be developed in third countries, including developing countries, with which the Community has concluded association or cooperation agreements.

In de geest van de conclusies van 30 november 1994 over de bevordering van het vrijwilligerswerk voor de jeugd, erkent de Raad de inspanningen van de Lid-Staten en moedigt hij de deelneming aan van jongeren aan vrijwilligerswerk in derde landen, met inbegrip van ontwikkelingslanden, waarmee de Gemeenschap associatie- of samenwerkingsovereenkomsten heeft gesloten.

3. The Council:

3. De Raad:

- considers that priority should be given to the above areas in the implementation of youth cooperation activities with third countries,

- is van mening dat de bovengenoemde gebieden voorrang moeten krijgen bij de tenuitvoerlegging van de samenwerkingsacties met derde landen op het gebied van jeugdzaken;

- stresses the need to cooperate closely in this area with the Council of Europe and other international organizations,

- benadrukt de noodzaak van een nauwe samenwerking op dit gebied met de Raad van Europa en andere internationale organisaties;

- encourages the exchange, with the assistance of the Commission, of experience and good practice, resulting from existing cooperation with particular third countries and regions in the field of youth,

- moedigt, met steun van de Commissie, de uitwisseling aan van ervaringen en goede praktijken die voortvloeien uit de reeds bestaande samenwerking op het gebied van jeugdzaken met bepaalde derde landen en regio's;

- invites the Commission to inform it of the follow up and evaluation of the activities developed during the preliminary phase of the implementation of Action D in the 'Youth for Europe' programme,

- verzoekt de Commissie om hem op de hoogte te houden van de follow-up en de evaluatie van de activiteiten die in de voorbereidingsfase van de uitvoering van actie D van het "Jeugd voor Europa''-programma worden ontplooid;

- invites the Commission to strengthen the connection between the activities developed in the framework of the 'Youth for Europe' programme and those that may develop in the framework of other Community programmes that envisage cooperation with third countries, and in so doing to take account of the existence in the Community of structures which could be called on to make their financial contribution to such activities,

- verzoekt de Commissie om de samenhang tussen de acties die als onderdeel van het "Jeugd voor Europa''-programma worden ondernomen, en de acties die in het kader van andere communautaire programma's voor samenwerking met derde landen eventueel worden ontplooid, te verstevigen, rekening houdend met het feit dat er in de Gemeenschap en in derde landen structuren bestaan die zouden kunnen worden aangezocht om financiële bijstand te verlenen aan dergelijke activiteiten;

- instructs the Permanent Representatives Committee to follow up actions which take place in the context of the present resolution - in so far as these actions are not covered by the 'Youth for Europe' programme and without prejudice to other legislative initiatives from the Commission - and, if necessary, to prepare appropriate guidelines for their further development.

- draagt het Comité van Permanente Vertegenwoordigers op om de follow-up te verzekeren van de acties die in de context van deze resolutie worden uitgevoerd - voor zover zij niet onder het "Jeugd voor Europa''-programma vallen en onverminderd andere wetgevingsinitiatieven van de Commissie - en om, in voorkomend geval, passende richtsnoeren uit te werken voor de verdere ontwikkeling daarvan.
