COUNCIL DECISION of 20 December 1993 concerning the joint action adopted by the Council on the basis of Article J.3 of the Treaty on European Union on the inaugural conference on the stability pact (93/728/CFSP)

BESLUIT VAN DE RAAD van 20 december 1993 betreffende het gemeenschappelijk optreden dat door de Raad is vastgesteld op grond van artikel J.3 van het Verdrag betreffende de Europese Unie met betrekking tot de openingsconferentie van het stabiliteitspact (93/728/GBVB)

THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on European Union, and in particular Articles J.3 and J.11 thereof,

Gelet op het Verdrag betreffende de Europese Unie, inzonderheid op de artikelen J.3 en J.11,

Having regard to the conclusions of the European Council on 21 and 22 June 1993 on a pact on stability in Europe and the general approach of the European Council on 29 October 1993 whereby a stability pact to resolve the problem of minorities and to strengthen the inviolability of frontiers will be a staple component of joint action aimed at promoting stability, reinforcing the democratic process and developing regional cooperation in Central and Eastern Europe,

Gelet op de conclusies van de Europese Raad van 21 en 22 juni 1993 over het Pact inzake stabiliteit in Europa en de algemene beleidslijnen van de Europese Raad van 29 oktober 1993, luidens welke een Stabiliteitspact om het minderhedenvraagstuk te regelen en de onschendbaarheid van de grenzen te versterken, een hoofdbestanddeel van het gemeenschappelijk optreden zal vormen, met het oog op de bevordering van de stabiliteit, de versterking van het democratiseringsproces en de ontwikkeling van de regionale samenwerking in Midden- en Oost-Europa,

Having regard to the conclusions of the European Council on 10 and 11 December calling upon the Community to implement the initiative on a pact on stability in Europe as a joint action in accordance with the Treaty on European Union,

Gelet op de conclusies van de Europese Raad van 10 en 11 december, waarbij de Raad wordt verzocht om van het initiatief met betrekking tot een Pact inzake stabiliteit in Europa een gemeenschappelijk optreden te maken overeenkomstig het Verdrag betreffende de Europese Unie,

HAS DECIDED AS FOLLOWS:

BESLUIT:

Article 1

Artikel 1

The European Union will convene an inaugural conference on a pact on stability in Europe, to be held in Paris around April 1994, to which the countries principally concerned by the initiative, the countries immediately neighbouring the countries principally concerned, States likely to make a particular contribution to the initiative, countries with an interest in stability in Europe by virtue of their defence commitments and countries which have association agreements with the Union (Albania, Austria, Belarus, Bulgaria, Canada, Cyprus, the Czech Republic, Estonia, Finland, the Holy See, Hungary, Iceland, Latvia, Lithuania, Malta, Moldova, Norway, Poland, Romania, Russia, Slovakia, Slovenia, Sweden, Switzerland, Turkey, Ukraine and the United States) will be invited as participants, and representatives of international organizations concerned by the initiative (CSCE, Council of Europe, WEU, NATO and the United Nations). Those countries and organizations would be prepared to endorse the idea of and arrangements for the conference adopted by the Union at the end of the formal consultations which it is to hold. Any other States participating in the CSCE which accepted that idea and those arrangements would also be invited as observers.

De Europese Unie roept een Openingsconferentie voor een Pact inzake stabiliteit in Europa bijeen, die omstreeks april 1994 te Parijs moet plaatshebben en waarvoor als deelnemers worden uitgenodigd de landen die hoofdzakelijk bij het initiatief betrokken zijn, alsmede de onmiddellijke buurlanden van de hoofdzakelijk betrokken landen, de Staten die een bijzondere bijdrage kunnen leveren aan de afwikkeling van het initiatief, de landen die belang hebben bij stabiliteit in Europa uit hoofde van hun defensieverplichtingen, en de landen die associatieovereenkomsten met de Unie hebben (Albanië, Oostenrijk, Wit-Rusland, Bulgarije, Canada, Cyprus, Estand, de Verenigde Staten, Finland, Hongarije, IJsland, Letland, Litouwen, Malta, Moldavië, Noorwegen, Polen, Tsjechië, Roemenië, Rusland, de Heilige Stoel, Slowakije, Slovenië, Zweden, Zwitserland, Turkije en de Oekraïne), evenals de vertegenwoordigers van de bij het initiatief betrokken internationale organisaties (CVSE, Raad van Europa, WEU, NAVO en Verenigde Naties). Deze landen en organisaties zouden bereid zijn zich aan te sluiten bij de opzet en werkwijze van de Conferentie welke de Unie na het door haar te voeren formele overleg in aanmerking neemt. De andere CVSE-Staten die deze opzet en werkwijze aanvaarden, zouden als waarnemers eveneens worden uitgenodigd.

The inaugural conference will put into effect preventive diplomacy aimed at fostering good neigbourly relations and encouraging countries, in particular through the conclusion of appropriate agreements, to consolidate their borders and to resolve the problems of national minorities which arise. Those agreements, and the complementary arrangements that accompany them, should constitute the basis for a stability pact which would be intended to be forwarded to the CSCE, which would act as its guardian.

Tijdens de Openingsconferentie wordt een preventieve diplomatie ontwikkeld die erop gericht is betrekkingen van goede nabuurschap te bevorderen en de landen ertoe aan te zetten om, met name via pasende overeenkomsten, hun grenzen te consolideren en de vraagstukken in verband met nationale minderheden op te lossen. Deze overeenkomsten en de aanvullende regelingen zullen de grondslag vormen voor een Stabiliteitspact dat aan de CVSE, die er de hoedster van zal zijn, wordt overgedragen.

The inaugural conference will be preceded by a round of formal consultations held by the Union with all the countries and organizations in the project, with a view to preparing for it.

De Openingsconferentie wordt voorafgegaan door een fase van voorbereidend formeel overleg van de Unie met alle bij het initiatief betrokken landen en organisaties.

Article 4

Artikel 4

The detailed arrangements which will have to govern the holding of this conference, the negotiation process to be conducted and the stability pact to be concluded are laid down in the reports on the stability pact approved by the European Council on 10 and 11 December 1993.

De praktische regeling voor de conferentie, voor het onderhandelingsproces en voor het Stabiliteitspact is vastgesteld in de door de Europese Raad op 10 en 11 december 1993 goedgekeurde verslagen over het Stabiliteitspact.

Article 5

Artikel 5

The inaugural conference will be organized by the host country in close coordination with the Presidency. This Decision entails no operational expenditure.

De Openingsconferentie wordt in nauwe cooerdinatie met het Voorzitterschap door het gastland georganiseerd. Uit dit besluit vloeien geen beleidsuitgaven voort.

Article 6

Artikel 6

This Decision shall enter into force on this day. It covers the first stage of the joint action, which will end with the meeting of the inaugural conference. In due course the Council will take the necessary measures for continuation of the joint action.

Dit besluit treedt heden in werking. Het heeft betrekking op de eerste fase van het gemeenschappelijk optreden, dat eindigt na de bijeenkomst van de Openingsconferentie. De Raad neemt te zijner tijd de voor de voortzetting van het gemeenschappelijk optreden noodzakelijke maatregelen.

This Decision shall be published in the Official Journal.

Dit besluit wordt bekendgemaakt in het Publikatieblad.
