THE COMMISSION OF THE EUROPEAN COMMUNITIES,

Having regard to the Treaty establishing the European Community,

ņemot vērā Eiropas Kopienas dibināšanas līgumu,

Having regard to Council Directive 96/49/EC of 23 July 1996 on the approximation of the laws of the Member States with regard to the transport of dangerous goods by rail(1), and in particular Article 8 thereof,

ņemot vērā Padomes 1996. gada 23. jūlija Direktīvu 96/49/EK par dalībvalstu tiesību aktu tuvināšanu attiecībā uz bīstamu kravu pārvadāšanu pa dzelzceļu(1), un jo īpaši tās 8. pantu,

Whereas:

(1) The Annex to Directive 96/49/EC refers to the Regulation concerning the International Carriage of Dangerous Goods by Rail (RID), as applicable with effect from 1 July 2003 .

(1) Direktīvas 96/49/EK pielikumā ir noteikumi, kas attiecas uz starptautiskajiem bīstamo kravu pārvadājumiem pa dzelzceļu ( RID ) un ko piemēro no 2003. gada 1. jūlija .

(2) The RID is normally updated every two years, the latest update being in force from 1 January 2003 , with a transitional period up to 30 June 2003 .

(2) Noteikumus RID parasti atjaunina reizi divos gados, to jaunākā redakcija ir spēkā no 2003. gada 1. janvāra ar pārejas posmu līdz 2003. gada 30. jūnijam .

(3) Exceptionally the RID was updated again after one year so that the amended version entered into force on 1 January 2004 .

(3) Izņēmuma kārtā RID tika atjaunināti pēc viena gada, tādējādi labotais variants stājās spēkā 2004. gada 1. janvārī .

(4) It is therefore necessary to amend the Annex to Directive 96/49/EC.

(4) Tādēļ ir jāgroza Direktīvas 96/49/EK pielikums.

(5) The measures provided for in this Directive are in accordance with the opinion of the Committee on the transport of dangerous goods referred to in Article 9 of Directive 96/49/EC,

HAS ADOPTED THIS DIRECTIVE:

IR PIEŅĒMUSI ŠO DIREKTĪVU.

Article 1

1. pants

The Annex to Directive 96/49/EC is replaced by the following:

Direktīvas 96/49/EK pielikumu aizstāj šādi:

«Regulation concerning the International Carriage of Dangerous Goods by Rail (RID) appearing in Annex I to Appendix B to the Convention concerning International Carriage by Rail (COTIF), as applicable with effect from 1 January 2004 , it being understood that the terms «contracting party» and «the States or the railways» will be replaced by the term «Member State» .

ĢNoteikumi, kas attiecas uz starptautiskajiem bīstamo kravu pārvadājumiem pa dzelzceļu ( RID ), kas ir Konvencijas par starptautiskajiem kravu dzelzceļa pārvadājumiem ( COTIF ) B papildinājuma I pielikumā un ko piemēro no 2004. gada 1. janvārī , ņemot vērā, ka terminu Ģlīgumslēdzēja puseģ un Ģvalstis vai dzelzceļiģ aizstāj ar terminu Ģdalībvalstsģ .

The text of the amendments of the 2004 version of the RID will be published as soon as it is available in all official languages of the Community.»

Noteikumu RID 2004. gada varianta grozījumu teksts tiks publicēts, tiklīdz tas būs pieejams visās Kopienas oficiālajās valodās.ģ

Article 2

2. pants

1. Member States shall bring into force the laws, regulations and administrative provisions necessary to comply with this Directive by 1 October 2004 at the latest. They shall forthwith communicate to the Commission the text of those provisions and a correlation table between those provisions and this Directive.

1. Dalībvalstīs stājas spēkā normatīvie un administratīvie akti, kas vajadzīgi, lai izpildītu šīs direktīvas prasības ne vēlāk kā līdz 2004. gada 1. oktobrim . Dalībvalstis tūlīt dara zināmus Komisijai minēto tiesību aktu tekstus, kā arī minēto aktu un šīs direktīvas korelācijas tabulu.

When Member States adopt those provisions, they shall contain a reference to this Directive or be accompanied by such a reference on the occasion of their official publication. Member States shall determine how such reference is to be made.

Kad dalībvalstis pieņem šos aktus, tajos ietver atsauci uz šo direktīvu, vai arī šādu atsauci pievieno to oficiālai publikācijai. Dalībvalstis nosaka, kā izdarāma šāda atsauce.

2. Member States shall communicate to the Commission the text of the main provisions of national law which they adopt in the field covered by this Directive.

2. Dalībvalstis dara zināmus Komisijai valsts tiesību aktu noteikumus, kurus tās pieņem šīs direktīvas jomā.

Article 3

3. pants

This Directive shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union .

Šī direktīva stājas spēkā divdesmitajā dienā pēc tās publicēšanas Eiropas Savienības Oficiālajā Vēstnesī .

Article 4

4. pants

This Directive is addressed to the Member States.

Šī direktīva ir adresēta dalībvalstīm.
