THE COUNCIL OF THE EUROPEAN UNION,

Having regard to the Treaty on the Functioning of the European Union, and in particular Article 342 thereof,

(1) Council Regulation (EC) No 920/2005 of 13 June 2005 amending Regulation No 1 of 15 April 1958 determining the languages to be used by the European Economic Community and Regulation No 1 of 15 April 1958 determining the languages to be used by the European Atomic Energy Community and introducing temporary derogation measures from those Regulations [1] accorded Irish the status of official language and working language of the institutions of the European Union.

(1) Az Európai Gazdasági Közösség által használt nyelvek meghatározásáról szóló, 1958. április 15-i 1. sz. rendelet és az Európai Atomenergia-közösség által használt nyelvek meghatározásáról szóló, 1958. április 15-i 1. sz. rendelet módosításáról, valamint e rendeletektől való ideiglenes eltérések bevezetéséről szóló, 2005. június 13-i 920/2005/EK tanácsi rendelet [1] elismerte az ír nyelvet az uniós intézmények hivatalos nyelveként és munkanyelveként.

(2) Regulation (EC) No 920/2005 provides that, for practical reasons and on a transitional basis, the institutions of the Union are not to be bound by the obligation to draft and translate all acts, including judgments of the Court of Justice, in the Irish language, with the exception of Regulations adopted jointly by the European Parliament and the Council. It is for the Council to determine, not later than 4 years from the date of application of Regulation (EC) No 920/2005 and at 5-yearly intervals thereafter, whether to put an end to this derogation.

(2) A 920/2005/EK rendelet gyakorlati okokból és átmeneti jelleggel úgy rendelkezik, hogy az uniós intézmények nem kötelesek minden jogi aktust – beleértve a Bíróság ítéleteit is – ír nyelven megszövegezni, illetve arra lefordítani, az Európai Parlament és a Tanács által közösen elfogadott rendeletek kivételével. A Tanácsnak – a 920/2005/EK rendelet alkalmazásának napját követő négy éven belül, és azt követően ötéves időközönként – határoznia kell arról, hogy megszünteti-e az eltérést.

(3) The institutions of the Union will continue to take steps to improve public access to information in Irish on the activities of the Union. Nevertheless, there are still difficulties in recruiting a sufficient number of Irish-language translators, legal/linguistic experts, interpreters and assistants. It is therefore necessary to extend the derogation provided for in the first paragraph of Article 2 of Regulation (EC) No 920/2005 for a period of 5 years from 1 January 2012,

(3) Az uniós intézmények folyamatosan kezdeményezéseket tesznek annak céljából, hogy a polgárok számára javítsák az Unió tevékenységeire vonatkozó információk ír nyelven való hozzáférhetőségét. Továbbra is fennállnak azonban az elegendő számú ír nyelvű fordító, jogász-nyelvész, tolmács és asszisztens felvételével kapcsolatos nehézségek. Helyénvaló következésképpen 2012. január 1-jétől kezdődően egy ötéves időtartamra meghosszabbítani a 920/2005/EK rendelet 2. cikk első bekezdésében említett eltérést,

HAS ADOPTED THIS REGULATION:

ELFOGADTA EZT A HATÁROZATOT:

Article 1

1. cikk

The derogation provided for in the first paragraph of Article 2 of Regulation (EC) No 920/2005 is hereby extended for a period of 5 years from 1 January 2012.

A 920/2005/EK rendelet 2. cikkének első albekezdésében említett eltérést a 2012. január 1-jétől kezdődő ötéves időszakra meg kell hosszabbítani.

This Article shall not apply to Regulations adopted jointly by the European Parliament and the Council.

E cikk az Európai Parlament és a Tanács által közösen elfogadott rendeletekre nem alkalmazandó.

Article 2

2. cikk

This Regulation shall enter into force on the day of its publication in the Official Journal of the European Union.

Ez a rendelet az Európai Unió Hivatalos Lapjában történő kihirdetésének napján lép hatályba.

It shall apply from 1 January 2012.

Ez a rendelet 2012. január 1-jétől alkalmazandó.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

Ez a rendelet teljes egészében kötelező és közvetlenül alkalmazandó a tagállamokban.
