Monsieur,

I have the honour to confirm that the Community, as stated during the negotiation of the Europe Agreement between the Community and its Member States, of the one part, and Bulgaria, of the other part, is fully appraised of the infrastructure and environmental problems facing Bulgaria in the transport sector and that it shall provide, as appropriate, under the financial arrangements set up by the Europe Agreement, financing for the upgrading of inland transport infrastructure, including road, rail, inland waterway and combined transport infrastructure.

J'ai l'honneur de vous confirmer que la Communauté, comme elle l'avait déclaré lors de la négociation de l'accord européen entre la Communauté et ses États membres, d'une part, et la Bulgarie, d'autre part, a pleinement conscience des problèmes auxquels le secteur des transports est confronté en Bulgarie en matière d'infrastructures et d'environnement et, le cas échéant, participera, dans le cadre des mécanismes financiers mis en place par l'accord européen, au financement de l'amélioration des infrastructures de transport terrestre, notamment des routes, des voies de chemin de fer, des voies navigables et des infrastructures de transport combiné.

I take note of the fact that Bulgaria has expressed an urgent need for financial assistance to adapt its inland transport infrastructure to the increased volume of traffic transiting its territory.

Je prends acte du fait que la Bulgarie a exprimé l'urgence d'une assistance financière pour adapter ses infrastructures de transport terrestre à l'augmentation du trafic transitant sur son territoire.

The Parties agree that they shall endeavour, initially under the terms of the existing trade and cooperation agreement, to find the means which will enable them to contribute to the upgrading of the said infrastructure, in particular to the modernization and construction of railway lines and motorways between Kulata and Sofia and between Sofia and Vidin, and to the modernization of the infrastructure of the Danube waterway and its international connections, without prejudice to the appraisal of projects in accordance with the procedures in force.

Les parties conviennent de rechercher, conformément, dans un premier temps, à l'accord de commerce et de coopération existant, les moyens qui leur permettront de contribuer à l'amélioration desdites infrastructures, notamment à la modernisation et à la construction de lignes de chemin de fer et d'autoroutes entre Kulata et Sofia et entre Sofia et Vidin, et à la modernisation des infrastructures du Danube et de ses liaisons internationales, sans préjudice de l'évaluation des projets selon les procédures en vigueur.

I have the honour to acknowledge receipt of your letter of today's date which reads as follows:
