Having regard to the Treaty on the Functioning of the European Union,

Having regard to the Interinstitutional Agreement of 17 May 2006 between the European Parliament, the Council and the Commission on budgetary discipline and sound financial management [1], and in particular point 28 thereof,

Having regard to Regulation (EC) No 1927/2006 of the European Parliament and of the Council of 20 December 2006 establishing the European Globalisation Adjustment Fund [2], and in particular Article 8(2) thereof,

vu le règlement (CE) no 1927/2006 du Parlement européen et du Conseil du 20 décembre 2006 portant création du Fonds européen d'ajustement à la mondialisation [2], et notamment son article 8, paragraphe 2,

Having regard to the proposal from the European Commission,

vu la proposition de la Commission européenne,

Whereas:

considérant ce qui suit:

(1) The European Globalisation Adjustment Fund (EGF) was established to provide additional support to redundant workers made redundant as a result of major structural changes in world trade patterns due to globalisation and to assist them with their reintegration into the labour market.

(1) Le Fonds européen d'ajustement à la mondialisation (ci- après dénommé "Fonds") a été créé pour fournir un appui complémentaire aux travailleurs licenciés en raison des modifications majeures de la structure du commerce mondial résultant de la mondialisation et pour les aider à réintégrer le marché du travail.

(2) The scope of the EGF was broadened for applications submitted from 1 May 2009 to include support for workers made redundant as a direct result of the global financial and economic crisis.

(2) Le champ d'application du Fonds a été élargi aux demandes présentées depuis le 1er mai 2009 afin d'inclure une aide aux travailleurs dont le licenciement est la conséquence directe de la crise financière et économique mondiale.

(3) The Interinstitutional Agreement of 17 May 2006 allows the mobilisation of the EGF within the annual ceiling of EUR 500 million.

(3) L'accord interinstitutionnel du 17 mai 2006 permet la mobilisation du Fonds à concurrence d'un montant annuel maximal de 500 millions EUR.

(4) Regulation (EC) No 1927/2006 provides that 0,35 % of the annual maximum amount can be made available each year for technical assistance at the initiative of the Commission. The Commission therefore proposes to mobilise an amount of EUR 610000.

(4) Le règlement (CE) no 1927/2006 dispose que, sur l'initiative de la Commission, 0,35 % du montant annuel maximal peut être affecté chaque année à l'assistance technique. La Commission propose dès lors de mobiliser un montant de 610000 EUR.

(5) The EGF should, therefore, be mobilised in order to provide technical assistance at the initiative of the Commission,

Article 1

Article premier

For the general budget of the European Union for the financial year 2011, the European Globalisation Adjustment Fund shall be mobilised to provide the sum of EUR 610000 in commitment and payment appropriations.

Dans le cadre du budget général de l'Union européenne établi pour l'exercice 2011, une somme de 610000 EUR en crédits d'engagement et de paiement est mobilisée au titre du Fonds européen d'ajustement à la mondialisation.

This Decision shall be published in the Official Journal of the European Union.

La présente décision est publiée au Journal officiel de l'Union européenne.
