Having regard to the Treaty on the Functioning of the European Union,

ottaa huomioon Euroopan unionin toiminnasta tehdyn sopimuksen,

Having regard to Directive 2007/2/EC of the European Parliament and of the Council of 14 March 2007 establishing an Infrastructure for Spatial Information in the European Community (INSPIRE) [1], and in particular Article 7(1) thereof,
|
ottaa huomioon Euroopan yhteisön paikkatietoinfrastruktuurin (INSPIRE) perustamisesta 14 päivänä maaliskuuta 2007 annetun Euroopan parlamentin ja neuvoston direktiivin 2007/2/EY [1] ja erityisesti sen 7 artiklan 1 kohdan,

Whereas:

sekä katsoo seuraavaa:

(1) Commission Regulation (EU) No 1089/2010 of 23 November 2010 implementing Directive 2007/2/EC of the European Parliament and of the Council as regards interoperability of spatial data sets and services [2] sets out the technical arrangements for interoperability of spatial data sets, including the definition of code lists to be used for attributes and association roles of spatial object types and data types.

(1) Euroopan parlamentin ja neuvoston direktiivin 2007/2/EY täytäntöönpanosta paikkatietoaineistojen ja -palvelujen yhteentoimivuuden osalta 23 päivänä marraskuuta 2010 annetussa komission asetuksessa (EU) N:o 1089/2010 [2] määritellään paikkatietoaineistojen yhteentoimivuuteen tähtäävät tekniset järjestelyt, mihin sisältyy myös paikkatietokohdetyyppien ja tietotyyppien attribuutteja ja suhderooleja varten tarvittavien koodiluetteloiden määrittely.

(2) Regulation (EU) No 1089/2010 requires attributes or association roles of spatial object types or data types that have a code list type to take values that are valid for the respective code list.
|
(2) Asetuksessa (EU) N:o 1089/2010 edellytetään, että koodiluettelotyyppiä olevat paikkatietokohdetyyppien tai tietotyyppien attribuutit tai suhderoolit voivat saada ainoastaan sellaisia arvoja, jotka ovat sallittuja kyseisessä koodiluettelossa.

(3) These allowed values for the code lists defined in Regulation (EU) No 1089/2010 are required for the implementation of the requirements set out in that Regulation and should therefore be laid down in that Regulation as well.
|
(3) Asetuksessa (EU) N:o 1089/2010 määriteltyjen koodiluettelojen sallittuja arvoja tarvitaan asetuksen vaatimusten täytäntöönpanoon, joten myös kyseiset arvot olisi vahvistettava itse asetuksessa.
|

(4) The development of the code list values included in this Regulation followed the same principles with regard to user requirements, reference material, relevant Union policies or activities, feasibility and proportionality in terms of the likely costs and benefits, stakeholder involvement and consultation and international standards, as were applied to the development of the other technical arrangements laid down in Commission Regulation (EU) No 1089/2010.

(4) Tässä asetuksessa annettujen koodiluetteloiden arvojen määrittelyssä käytettiin käyttäjien vaatimusten, viitemateriaalin, asiaan liittyvien EU:n politiikkojen ja toimien, todennäköisten kustannusten ja hyötyjen suhteen tarkastellun toteutettavuuden ja oikeasuhteisuuden, sidosryhmien osallistumisen ja kuulemisen sekä kansainvälisten standardien osalta samoja periaatteita kuin komission asetuksessa (EU) N:o 1089/2010 vahvistettujen muiden teknisten järjestelyjen määrittelyssä.

(5) Regulation (EU) No 1089/2010 should therefore be amended accordingly.
|
(5) Sen vuoksi asetusta (EU) N:o 1089/2010 olisi muutettava.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
