COUNCIL DECISION of 20 December 1993 concerning the joint action adopted by the Council on the basis of Article J.3 of the Treaty on European Union on the inaugural conference on the stability pact (93/728/CFSP)

RAADETS AFGOERELSE af 20. december 1993 om en faelles aktion vedtaget paa grundlag af artikel J.3 i traktaten om Den Europaeiske Union vedroerende konferencen til igangsaetning af stabilitetspagten (93/728/FUSP)

THE COUNCIL OF THE EUROPEAN UNION,

RAADET FOR DEN EUROPAEISKE UNION HAR -

Having regard to the Treaty on European Union, and in particular Articles J.3 and J.11 thereof,

under henvisning til traktaten om oprettelse af Den Europaeiske Union, saerlig artikel J.3 og J.11,

Having regard to the conclusions of the European Council on 21 and 22 June 1993 on a pact on stability in Europe and the general approach of the European Council on 29 October 1993 whereby a stability pact to resolve the problem of minorities and to strengthen the inviolability of frontiers will be a staple component of joint action aimed at promoting stability, reinforcing the democratic process and developing regional cooperation in Central and Eastern Europe,

under henvisning til konklusionerne fra Det Europaeiske Raad den 21. og 22. juni 1993 om pagten om stabilitet i Europa, og de overordnede retningslinjer fra Det Europaeiske Raad den 29. oktober 1993, ifoelge hvilke en stabilitetspagt, der skal loese mindretalsproblemet og styrke graensernes ukraenkelighed, vil blive et centralt element i den faelles aktion, hvormed formaalet er at fremme stabilitet, at styrke den demokratiske proces og udvikle det regionale samarbejde i Central- og OEsteuropa,

Having regard to the conclusions of the European Council on 10 and 11 December calling upon the Community to implement the initiative on a pact on stability in Europe as a joint action in accordance with the Treaty on European Union,

under henvisning til konklusionerne fra Det Europaeiske Raad den 10. og 11. december 1993, hvori Det Europaeiske Raad opfordrer Raadet til at goere initiativet vedroerende en pagt om stabilitet i Europa til en faelles aktion i overensstemmelse med traktaten om Den Europaeiske Union -

HAS DECIDED AS FOLLOWS:

TRUFFET FOELGENDE AFGOERELSE:

Article 1

Artikel 1

The European Union will convene an inaugural conference on a pact on stability in Europe, to be held in Paris around April 1994, to which the countries principally concerned by the initiative, the countries immediately neighbouring the countries principally concerned, States likely to make a particular contribution to the initiative, countries with an interest in stability in Europe by virtue of their defence commitments and countries which have association agreements with the Union (Albania, Austria, Belarus, Bulgaria, Canada, Cyprus, the Czech Republic, Estonia, Finland, the Holy See, Hungary, Iceland, Latvia, Lithuania, Malta, Moldova, Norway, Poland, Romania, Russia, Slovakia, Slovenia, Sweden, Switzerland, Turkey, Ukraine and the United States) will be invited as participants, and representatives of international organizations concerned by the initiative (CSCE, Council of Europe, WEU, NATO and the United Nations). Those countries and organizations would be prepared to endorse the idea of and arrangements for the conference adopted by the Union at the end of the formal consultations which it is to hold. Any other States participating in the CSCE which accepted that idea and those arrangements would also be invited as observers.

Den Europaeiske Union vil omkring april 1994 indkalde til en konference i Paris til igangsaetning af pagten om stabilitet i Europa, som foelgende lande vil blive indbudt til at deltage i: de lande, der mest er beroert af initiativet, de umiddelbare nabolande til de mest beroerte lande, de stater, der vil kunne yde et saerligt bidrag til ivaerksaettelsen af initiativet, de lande, der er beroert af stabiliteten i Europa i henhold til deres forsvarsforpligtelser, og de lande, der har indgaaet associeringsaftaler med Unionen (Albanien, Bulgarien, Canada, Cypern, Estland, Finland, Hviderusland, Island, Letland, Litauen, Malta, Moldova, Norge, Polen, Rumaenien, Rusland, Schweiz, Slovakiet, Slovenien, Sverige, Den Tjekkiske Republik, Tyrkiet, Ukraine, Ungarn, USA, Vatikanstaten og OEstrig) samt repraesentanterne for de for initiativet relevante internationale organisationer (CSCE, Europaraadet, WEU, NATO og De Forenede Nationer). Disse lande og organisationer vil vaere rede til at tilslutte sig de grundprincipper og naermere retningslinjer for konferencen, som Unionen fastlaegger efter sine formelle konsultationer. De andre deltagerlande i CSCE, som accepterer disse grundprincipper og naermere retningslinjer, indbydes ligeledes som observatoerer.

Artikel 2

The inaugural conference will put into effect preventive diplomacy aimed at fostering good neigbourly relations and encouraging countries, in particular through the conclusion of appropriate agreements, to consolidate their borders and to resolve the problems of national minorities which arise. Those agreements, and the complementary arrangements that accompany them, should constitute the basis for a stability pact which would be intended to be forwarded to the CSCE, which would act as its guardian.

Igangsaetningskonferencen skal konkretisere et praeventivt diplomati, der tager sigte paa at skabe gode forhold til nabolandene og paa at tilskynde landene til, navnlig gennem passende aftaler, at konsolidere deres graenser og loese de eksisterende problemer i forbindelse med nationale mindretal. Saadanne aftaler og dertil knyttede supplerende ordninger skal udgoere grundlaget for en stabilitetspagt, som vil blive overdraget til CSCE, som skal overvaage den.

Article 3

The inaugural conference will be preceded by a round of formal consultations held by the Union with all the countries and organizations in the project, with a view to preparing for it.

Forud for igangsaetningskonferencen vil Unionen foere formelle konsultationer med alle de lande og organisationer, der er interesserede i projektet, med henblik paa at forberede konferencen.

Article 4

Artikel 4

The detailed arrangements which will have to govern the holding of this conference, the negotiation process to be conducted and the stability pact to be concluded are laid down in the reports on the stability pact approved by the European Council on 10 and 11 December 1993.

Retningslinjerne for afholdelse af denne konference, for fremgangsmaaden med hensyn til de forhandlinger, der skal foeres, og for den stabilitetspagt, der skal indgaas, er fastlagt i de rapporter om stabilitetspagten, som blev godkendt af Det Europaeiske Raad den 10. og 11. december 1993.

Article 5

Artikel 5

The inaugural conference will be organized by the host country in close coordination with the Presidency. This Decision entails no operational expenditure.

Igangsaetningskonferencen tilrettelaegges af vaertslandet i naert samarbejde med formandskabet. Denne afgoerelse medfoerer ikke nogen aktionsudgifter.

Article 6

Artikel 6

This Decision shall enter into force on this day. It covers the first stage of the joint action, which will end with the meeting of the inaugural conference. In due course the Council will take the necessary measures for continuation of the joint action.

Denne afgoerelse traeder i kraft dags dato. Den omfatter foerste fase af den faelles aktion, som slutter efter igangsaegtningskonferencen. Raadet traeffer til sin tid de noedvendige foranstaltninger til viderefoerelse af den faelles aktion.

This Decision shall be published in the Official Journal.
