I have the honour to confirm that the Community, as stated during the negotiation of the Europe Agreement between the Community and its Member States, of the one part, and Bulgaria, of the other part, is fully appraised of the infrastructure and environmental problems facing Bulgaria in the transport sector and that it shall provide, as appropriate, under the financial arrangements set up by the Europe Agreement, financing for the upgrading of inland transport infrastructure, including road, rail, inland waterway and combined transport infrastructure.

Jeg har den aere hermed over for Dem at bekraefte Faellesskabets holdning, som kom til udtryk under forhandlingerne om Europaaftalen mellem Faellesskabet og dets medlemsstater og Bulgarien, hvorefter Faellesskabet fuldt ud forstaar Bulgariens infrastruktur- og miljoeproblemer paa transportomraadet, og hvorefter det inden for rammerne af de finansielle mekanismer, der er omhandlet i Europaaftalen, vil stille finansielle midler til raadighed, hvor dette maatte vaere hensigtsmaessigt, til forbedring af infrastrukturen inden for landtransport, herunder vej-, jernbane- og vandvejs-infrastrukturen og kombineret transport.

I take note of the fact that Bulgaria has expressed an urgent need for financial assistance to adapt its inland transport infrastructure to the increased volume of traffic transiting its territory.

Jeg noterer i den forbindelse, at Bulgarien har givet udtryk for et paatraengende behov for finansiel stoette til at tilpasse infrastrukturen inden for landtransport som foelge af stigningen i transittrafikken gennem Bulgarien.

The Parties agree that they shall endeavour, initially under the terms of the existing trade and cooperation agreement, to find the means which will enable them to contribute to the upgrading of the said infrastructure, in particular to the modernization and construction of railway lines and motorways between Kulata and Sofia and between Sofia and Vidin, and to the modernization of the infrastructure of the Danube waterway and its international connections, without prejudice to the appraisal of projects in accordance with the procedures in force.

Parterne er enige om, at de foerst inden for rammerne af den eksisterende samarbejds- og handelsaftale vil undersoege, med hvilke midler de kan bidrage til at forbedre den paagaeldende infrastruktur i Bulgarien, saerlig modernisering og anlaeggelse af jernbaneforbindelser og motorveje mellem Kulata og Sofia og mellem Sofia og Vidin samt modernisering af infrastrukturen omkring Donau og dens internationale forbindelser, dog uden at dette beroerer vurderingen af projekterne efter de gaeldende procedurer.
